Description

The Bureau of Land Management Las Cruces Field Office through the BLM New Mexico State Office has an upcoming requirement for aerial application of an herbicide mixture containing herbicide, surfactant, and drift control using a fixed wing aircraft. First spray site is 838 acres for which the government will provide the spray mixture. Second site is 2152 acres for which the contractor shall provide the spray mixture. Herbicide shall be distributed at the rate of 5 gallons of spray formula per acre. Differentially Corrected Global Positioning System (DGPS) navigation is required. Performance sites are Dona Ana and Otero counties of New Mexico. Period of performance is 30 days between May 15, 2006 and June 15, 2006. Anticipated award of the firm-fixed price contract is on or by April 24, 2006. Evaluation criteria for award consideration, listed in descending order of importance, will include price; technical capability to meet government requirement with emphasis on work on similar projects in the past 3 years and use of DGPS navigation system; past performance; and small business program participation and certification such as Service-Disabled Veteran-Owned, 8a, small disadvantaged business, HUBZone, woman-owned, etc.. Technical capability and past performance when combined are approximately equal to cost or price. Request for Quotation No. GDQ060023 using procedures prescribed by FAR Part 13 - Simplified Acquisition Procedures will be posted on or by March 28, 2006. Thereafter, the full solicitation package may be accessed via link to this synopsis at www.fedbizopps.gov, or directly at http://ideas.nbc.gov. This is a total small business set-aside. NAICS is 115112 with a small business size standard of $6.5M. PSC is F001.
