- Seed Purchase - NAICS CODE: 111998 All other Miscellaneous Crop Farming, Product Service Code: F009 Seed Collection Production (FAC 2005-07) Seed Quality and Delivery Specifications and Collection Area and Elevations Seed Type : Hairy balsamroot (Balsamorhiza hirsuta), Collection Elevation: 4,500' to 6,000', Quantity: 1000 lbs PLS Hairy balsamroot (Balsamorhiza hirsuta), shall be collected within the administrative boundary of the Eagle Lake Field Office north of the Wendel Road, south of Madeline Plains, west of the Smoke Creek Desert (Sand Pass Road), and east of Highway 139. Delivery Date is August 15, 2006. Collection Area map will be attached to RFQ but other maps are available upon request. These areas will be marked on the more detailed map provided to the successful contractor, or contractors. Seed Ripe should occur between May and June. The contractor is responsible for determining actual seed ripe and collection period. AMOUNT: No more than 50% of the species individuals in a stand may be used for collection of seed. SOURCE: The location or site where the seed was collected from a natural stand for BLM the Source information is to include State, County, Elevation and UTM of the location and the species name. TETRAZOLIUM TESTS:All seed in this contract will be submitted for tetrazolium (TZ) tests to determine germination. CLEANING: All seed shall be cleaned so that no stems or debris longer than 3/4 inch remain unless stated otherwise in these specifications. Awns removed from seeds shall be cleaned out of the seed. Seed will be visually inspected on a random basis. SEED QUALITY STANDARDS AND TESTING: All seed shall be tested by a state certified seed testing laboratory no earlier than 30 days prior to delivery. The seed test results shall accompany the seed shipment. All seed (to include certified) shall not exceed the following requirements: The seed lab results shall show no more than 0.5 percent by weight of other weed seeds; and the seed lot shall contain no noxious, prohibited, or restricted weed seeds according to California and Nevada State seed laws. The seed procured for use on public land will meet the Federal Seed Act criteria. Seed may contain up to 2.0 percent of "other crop seed" by weight which includes the seed of other agronomic crops and native plants; however, a lower percent of other crop seed is recommended. PACKAGING AND MARKING: I. BAGS AND LABELS a.All seed except Sagebrush, Winterfat, and Rabbitbrush seed shall be delivered in 50 lb bags. Sagebrush seed shall be delivered in 40 pound bags, Winterfat in 20 or 25 pound bags, and Rabbitbrush 15 pound bags. All seed bags shall be sound, clean, and made from, either, standard poly, cotton, or woven sacks of similar strength and characteristics. Burlap bags will not be accepted. Paper bags will only be accepted when containing proprietary varieties of seed that are required to be bagged in bags with special markings. b.The lot number for all seed shall be marked on the bag (stenciled or marked with indelible ink). II. ANALYSIS TAGS A label (the analysis tag) must be attached to each bag of all seed. Certified and Source Identified seed shall have the required certifications tags also attached. The tags shall contain: Lot Number Name and Address of Shipper Species/Variety Purity Germination/TZ Crop Seed: Weed Seed: Inert: Noxious Weed Seed and States Tested for Origin Test Date Weight of Bag Reference Certified lot number if company assigns new lot number (on the analysis tag) BLM's Contract Number. DETERMINING PURE LIVE SEED CONTENT:For the purpose of determining the percentage of pure live seed (% PLS): (% Purity) x (% Germination (TZ)) = % PLS 100. F.O.B. DELIVERY REQUIREMENTS: All seed delivered as a result of this solicitation must be delivered to the Bureau of Land Management BLM Ware Yard Fifth and Cedar Streets Susanville, CA 96130. The Contractor shall supply one capable person to assist a Government official with unloading the seed at the specified destination unless all seed is supplied shrink wrapped on pallets. If contractor uses a contract (third party) carrier to ship seed, they are still required to provide one person to help unload seed if it does not arrive in shrink-wrapped pallets. Seed shall not be unloaded without a Government official present. Offeror's price(s) must include the cost of these delivery requirements. In the event the Government must move the seed because it was delivered and unloaded in the wrong place, the Government will charge the Contractor the actual cost incurred by the Government in performing these services. Seed damaged due to improper handling or protection from the elements will not be accepted. TRANSPORTATION CHARGES: All costs of transportation, from shipping point(s) to the destination shall be paid by the Contractor and included in his price bid for the item(s). The Contractor shall be responsible for any/all damages occurring in transit. Prospective offers must have a Dunns and Bradstreet number http://www.dnd.com and be registered in CCR prior to award of the RFQ. If your CCR registration is marked incomplete your offer will not be considered. It is your responsibility to register on line at http://www.ccr.gov. The solicitation will be posted electronically at http://ideasec.nbc.gov/ on or about, March 23, 2006, and will close on, April 21, 2006 at 11:59 pm EST. No hard copies will be mailed, all quotes must be received electronically. The only fax or e-mail that will be accepted by fax will be the Past Performance Questionnaire and Section K.
