Description
Any prospective bidder interested in bidding on this solicitation must registered. If you are not registered, the United States Government is not responsible for providing you with notifications of any changes to this solicitation. This proposed procurement is unrestricted. It is anticipated that multiple contracts will be awarded as a result of this solicitation. This procurement consist of one solicitation with the intent of awarding up to three contracts; two small business set- asides, and one unrestricted award. The assigned NAICS is 562910 with a size standard of 500 employees. The performance period is twenty-four (24) months. The Contractor will be responsible for completing Military Munitions Response Program (MMRP) Site Inspections on a firm, fixed price basis for designated installations within the United States and its possessions under a Performance-Based Contract (PBC) by conducting required research, investigation, evaluation, coordination, and sampling. Investigati on of sites already transferred from military control will require the Contractor to coordinate with the current property owners. The primary goal of the MMRP SI is to collect the appropriate amount of information necessary to make the following decisions : 1) whether or not a Remedial Investigation/ Feasibility Study (RI/FS) is required at a site, 2) whether or not an emergency or time critical response is needed, and 3) whether the site qualifies for no further action. The installation-wide SI will addr ess Munitions and Explosives of Concern (MEC) hazards (including both UXO and DMM), as well as Munitions Constituents (MC) issues for the MMRP-eligible sites. The secondary goals of the SI are to collect the necessary information in order to complete the Munition Response Site Prioritization Protocol for each MR site and allow the development of better Cost to Complete (CTC) estimates for the MMRP eligible sites. Following is the tentative list of installations scheduled for the MMRP site inspections by r egions: East Region, Base Installations: Devens Reserve TF, MA; Fort Hamilton, NY; Fort Indiantown Gap, PA; Fort Lee, VA; - Optional Installations: NG New Castle, TS DE; MTA Camp Edward, MA; Camp McCain, MS; Camp Allen, PR; Fort Buchananan, PR; USARC Fort Nathan iel Greene, RI; Holston AAP,TN; Fort AP Hill,VA; Fort Story,VA;Radford AAP,VA. West Region Base Installations: NTC & Fort Irwin, CA; Fort Hunter Ligett, CA; Parks Reserve FTA, CA; White Sands MR, NM. Optional Installations: Los Alamitor AFRC, CA; Camp Roberts, CA; Hawthorne AD, NV. Central Region, Base Installations: Iowa AAP, IA; Blue Grass AD, KY; Fort Missoula ARNG, MT; Yakima Firing Center, WA. Optional Installations: Kimama TS Rupert, ID; Camp Grayling AA, MI; Fort Snelling USARC, MN; MTA Camp Clark, MO; Fort William Henry Harr ison, TX; Camp Bowie, TX; Camp Murray MTA, WA; Biak TC, OR. The proposal will be evaluated based on award to the lowest technically acceptable offer by each region. A single offeror may be awarded more than one region. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solic itation package. Proposals will consist of two volumes (technical and cost). The technical volume shall include technical approach consisting of management plan, project schedule, and key personnel, and Capabilities and Experience consisting of relevant corporate and personnel capabilities and experience, and subcontractor capabilities and experience. The cost proposal will be will be evaluated for completeness and reasonableness, and will be performed on a regional basis. A price proposal will be submi tted for each region. It is imperative that all small disadvantaged businesses contact their cognizant Small Business Administration Office to obtain Small Disadvantaged Business Certification. Without SBA SDB certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-certifie d SDB contractors/subcontractors. The solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of Federal Technical Data Solution System (FedTeDS) -- a one-time registration process for vendors/contractors -- Accounts may only be attained by CCR-registered contractors/vendors, go to www.fedteds.gov for additional information. In order to reduce the possibility of error and to increase the quality of our service to you, all deliveries, packages, etc. must include the name of the Contract Specialist for the particular project. All deliveries, packages, etc. of m ore than one box or container must be bound together by tape or other means. The solicitation is scheduled to be issued on or about 28 March 2006 with proposals due on or about 4 May 2006.
