Description
The Mississippi National Guard intends to issue a Request for Proposal (RFP) to award a single, firm fixed-price contract for the design and construction (design-build) of Project # JTVE059339A, Title: Hurricane-Squad/Wing Operations at the Air Natio nal Guard Combat Readiness Training Center located in Gulfport, Mississippi. This is a Solicitation notice for the construction, renovation, and demolition of the Operations and Training Facilities located at Gulfport Combat Readiness Training Center (CRTC ), Gulfport, Mississippi. The project consists of construction of six facilities, renovation of one facility and demolition of five facilities. Facility 1: Construction will be a 12,900 square foot (approximately) Squadron Operations Facility. Construction will consist of a concrete slab on grade with footings, structural steel framing system, architectural brick veneer, metal stud with gypsum non-load bearing walls, and standing seam metal roofing. Utilities and support facilities include fire protection, communications, plumbing, heating, ventilation, and air-conditioning system (HVAC), water, electric power, and sanitary and storm drainage systems. Facility 2: Construction will be a 6,200 square foot (approximately) WOC/SRC Command Facility. Constructio n will consist of a concrete slab on grade with footings, structural steel framing system, architectural brick veneer, metal stud with gypsum non-load bearing walls, and standing seam metal roofing. Utilities and support facilities include fire protection , communications, plumbing, heating, ventilation, and air-conditioning system (HVAC), water, electric power, sanitary and storm drainage systems, concrete parking, access roadways, concrete curb-and-gutter, an irrigation system and landscaping. Facilities 3-6: Construction will be four separate 1,500 square foot (approximately) Command Facilities. Construction will consist of a concrete slab on grade with footings, structural steel framing system, architectural brick veneer, metal stud with gypsum non-load bearing walls, and standing seam metal roofing. Utilities and support facilities include fire protection, communications, plumbing, heating, ventilation, and air-conditioning system (HVAC), water, electric power, and sanitary and storm drainage systems. Facility 7: Construction will be renovation of the existing 1,700 square foot Secondary Squadron Operations Facility. Renovation will consist of demolition of existing non-load bearing walls throughout the facility and construction of metal stud with gyp sum board walls. Utilities and support facilities include fire protection, communications, plumbing, heating, ventilation, and air-conditioning system (HVAC), and electric power. Facilities 8-12: Demolition of five facilities totaling approximately 26,000 square foot. Demolition will include removal of existing concrete slab on grade with footings, wood stud (interior) and concrete masonry unit (exterior) walls, wood trusses, and sloped shingled/built-up roofing. Design and construction shall comply with the specifications and requirements contained in the RFP. The estimated price range is more than $10,000,000. This procurement is being solicited using the two-phase design build selection procedures authorized by FAR 36.3. The Phase Once solicitation i ssue date is on/about April 24, 2006 Phase One proposal closing date is on/about May 24, 2006 Phase One, evaluation factors include, but are not limited to the offeror and offerors team past performance, basic technical approach and capability informatio n. Price is not required with Phase Once proposals. Following the review, evaluation, and rating of these proposals, the Government intends to select three, but not to exceed five, of the highest rated contractors to receive Phase Two technical requirement s RFP. Phase Two evaluation factors include but are not limited to, Price, Technical Data requirements, Management Plans and a comprehensive design and construc tion Schedule. Award will be unrestricted and is being made pursuant to the Small Business Competitiveness Demonstration Program (Ref: FAR 19(c)(2). Notice of Price Evaluation Preference for HUBZone Small Business concerns in accordance with FAR 52.219-4 is applicable. The North American Industry Classification System (NAICS) Code is 236220 and the Size Standard for Small Businesses is $28.5 million annual receipt for the past 3 years. A Small Business subcontracting plan will be required of a large busi ness offeror who is selected to propose in Phase Two and must be submitted with the Phase Two offer. There will be a Pre-proposal Conference on May 7, 2006 at 2:00 pm cst. at the CRTC-Civil Engineering Facility in Gulfport, MS. Interested contractors are e ncouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. The solicitation package will be issued via the web only. All amendments, site visit minutes and questions will be posted on the web. There is no charge for the plans and specifications, which will be available through the following internet site http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at the site. All potential offerors, plan rooms and printing companies are required to register in the Central Contractors Registration (CCR) http://www.ccr.gov/ and the Federal Technical Data Sol ution (FedTeDS) https://www.fedteds.gov/ in order to view or download the plans or drawings from the web site, which will be available at the time the Phase Two solicitation is issued. This solicitation is not a competitive bid and there will not be a for mal public bid opening.
