Description
This is ONLY a request for information and NOT a solicitation. INTRODUCTION: The Government is interested in obtaining more information concerning Radar Target Generators (RTG) for the APG-63(V)1 and APG-70 radar test benches at our Integrated Avionics Test Facility (IATF). To respond to this request, please review the Statement of Objectives (SOO). Based on the SOO, the Government is requesting information from Industry to aid in determining the key fields and factors to meet the desired requirements. This information will assist the Government in formulating an acquisition strategy and associated timeline for development that is planned to begin in or around the end of FY06. Statement of Objectives 1.0 PROGRAM OBJECTIVES. 1.1 Introduction. This Statement of Objectives (SOO) defines the development and integration of a Radar Target Generator (RTG) for the APG-63(V)1 and APG-70 radar test benches at the Integrated Avionics Test Facility (IATF), Detachment 2, 28th Test Squadron, Tyndall AFB, Florida. This RTS shall include hardware and software to realisitically generate precise, user-defined target returns for the APG-63(V)1 and APG-70 radar systems. The completed effort will provide a fully-integrated RTS with multiple target channels capable of accurately producing synthetic radar targets. 1.2 Background. The IATF uses RTGs to conduct radar operational flight program (OFP) testing for F-15 aircraft. Det 2, 28 TS currently has no target generation capability for the APG-63(V)1 radar, which is installed in the majority of the F-15C aircraft fleet. The absence of an APG-63(V)1 RTS prevents the IATF from fully evaluating the APG-63(V)1. Additionally, the existing IATF APG-70 RTS is based on obsolete technology and is over 10 years old. The age of the existing APG-70 RTS is becoming a limiting factor as the parts continue to age and fail. These deficiencies severely limit the Air Force?s ability to fully test F-15 OFPs as they are released to the community. The IATF?s focus on integrated avionics testing hinges on the ability to generate realistic radar targets with overlaid jamming to evaluate the radar?s performance in an electronic attack environment. Completion of the RTS integration will permit successful F-15 radar testing and allow versatility and increased cost savings not possible through conventional flight testing. 2.0 CONTRACT OBJECTIVES. 2.1 Technical Requirements. The contractor shall design, construct, deliver, and integrate an APG-63(V)1 / APG-70 RTG with the following capabilities: - Programmable range and velocity by using time delay and doppler shift of the APG-63(V)1 and APG-70 radar signals for all operating modes - Selectable modes including radar receiver-injected and free-space farfield horn modes - Generate a minimum of four in-beam, three-dimensional maneuvering targets in receiver injected mode and and a minimum of four in-beam, non-maneuvering targets in horn mode - Programmable aircraft type to include jet engine modulation (JEM) and aspect-dependent radar cross-section (RCS) - Realistic clutter introduction into the signal generation - Ownship altitude, airspeed, and heading maneuvers including generated MIL-STD 1553 inertial navigation system (INS) and embedded INS and GPS (EGI) inputs - 360-degree antenna beam shaping for monopulse track capability and jamming assessment - Capture of real-time Time Space Position Information (TSPI) for all targets through an interface with an IRIG-B time system - User interface including a PC workstation which shall have a removable hard drive capability with a total of two removable hard drives - Capability to mix jamming signals into generated target returns - Capability to monitor the status of radar interface signals (see list of desired variables) - The RTS design shall be flexible enough to permit free-space radiation of the APG-63(V)1 and APG-70 with and without the utilization of the RTS. - Hardware/software interface which complies with existing IATF avionics (site survey opportunity available) 2.2 Documentation. The contractor shall provide the operation and maintenance documentation for the complete RTS after completion of the integration in both paper and searchable electronic format. 2.3 Integration. The contractor shall perform all integration and acceptance testing of the RTS at the IATF to ensure operational capability in all areas. In addition, the contractor shall develop and demonstrate an Acceptance Test Procedure (ATP) to demonstrate all features. 2.4 Applicable Documents. - F-15 Eagle Security Classification Guide 3.0 PROGRAM MANAGEMENT. 3.1 Project Management. The contractor shall designate a project director who shall be responsible for the control and coordination of all work performed on this contract. The contractor shall provide the project manager?s name, in writing, to the Contracting Officer (CO) and the IATF within 14 days after issuance of contract. 3.2 Contracting Officer. The CO for this contract is from the 325th CONS/LGCBB. 3.3 Information Release. The contractor shall not release any information to any person, government agency, or contractor concerning the programs under this contract without the approval of the CO. 3.4 Security Clearances. The contractor shall comply with the F-15 Security Classification Guide in effect at the time this contract is accepted for requirements in handling, dissemination, and storage of any classified material developed under this purchase order. The minimum level of security clearance required to work on the integration of the equipment at the IATF is SECRET / NOFORN. 3.5 Government Furnished Equipment (GFE). The hardware supplied by the IATF as GFE shall consist of the APG-63(V)1 radar and APG-70 Operational Test and Evaluation Spread Bench (OTESB). 3.6 Reviews. The contractor shall monitor performance of this contract and provide monthly updates to the CO detailing the program status. The contractor shall hold program reviews at Tyndall Air Force Base, Florida as necessary, throughout the task duration. The contractor and Government shall mutually agree upon the specific dates and times for these reviews. 3.7 Acceptance Test. Following completion of the RTS integration, the contractor shall perform an acceptance test procedure, which demonstrates all features of the RTS in its final form, as integrated into the IATF. 3.8 Period of Performance. The period of performance for this contract will be determined when the request for proposal is issued. Performance will be measured through monthly status updates and periodic reviews by the Government as specified in paragraph 3.6. 3.9. Alterations. The Government anticipates awarding a firm fixed price contract. Changes to the terms and conditions and scope of this can only be made by a warranted contracting officer upon mutual agreement between the government and contractor. APPENDIX A ? The Government will accept responses to this RFI from all vendors, but intends to limit requests for one-on-one sessions to those Industry members who are competitive prime contractor candidates (to include their respective team members) and have provided a response to our SOO.
