- NASA/JSC has a requirement for expertise in comprehensive computer modeling of integrative human physiology using analysis of bedrest data being collected under an existing study. This model will be advanced and matured into a practical working tool for use by NASA in the translation and analysis of the bed-rest data. The model software interface is designed to provide for simple interaction of the user with a desktop and a mainframe and will allow scientists to perform complex systems analysis and theoretical hypothesis testing on specific research questions surrounding human exposure to microgravity. NASA/JSC intends to purchase the items from the University of Mississippi Medical Center (UMMC). UMMC has an expert in computer modeling and is familiar with the study in progress. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:30 p.m. CST on March 21, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
