5TX0435 UNITED STATES GOVERNMENT General Services Administration Seeks Expression of Interest for Leased Office Space Dallas, Texas The US Government is seeking to lease approximately 49,926 rentable square feet yielding approximately 43,414 usable square feet of Class A office space in a building of good design and quality meeting Silver LEED status in Dallas, Texas, to be occupied by the Department of Homeland Security, Citizenship and Immigration Services, along with 458 employee and visitor parking spaces, as well as seven (7) on-site, secured and reserved parking spaces for government vehicles. There will be not law enforcement activities conducted from this facility. The Government is seeking expressions of interest for both build to suit and existing facilities. It will be left up to the discretion of the Government which direction will be taken. The Government will choose to evaluate either build to suit or existing facilities; not a combination of both. The site must not be within 1,000 ft. from the property line to religious institutions, residential properties, schools (public or private), childcare centers, retirement communities, nursing homes or gas stations. New construction requires a minimum 20-foot setback from all property lines and any vehicular traffic including visitor and non-secured parking. Space must have the potential for efficient layout; on either a single floor or multi floors. The following space configurations will not be considered: space with atriums or other areas interrupting contiguous space; extremely long or narrow runs of space; irregularly shaped space configurations or other unusual building features adversely affecting usage. Space shall be located in a professional office setting. For unimproved sites, the land should be of adequate size to accommodate separate employee and visitor parking and green space. The Government requires a fully serviced lease. Offered properties must be located within the following delineated area: NORTH: Interstate 635 EAST: Loop 12 and I-35E SOUTH: Highway 356 WEST: North Beltline Road and Highway 161 Sites which are located directly on a highway or 6-lane thoroughfare shall not be considered in the following instances: 1) If the two directions of traffic are separated by a physical barrier or traffic indicator which does not permit access from either direction within a block; 2) If the location access is directly from a highway, unless there is a traffic control device within two blocks or equivalent from the proposed office space; Locations must be as convenient to the visiting public as possible. Primary consideration in selecting boundaries will be accessibility by public and private transportation for the greatest number of people in the service area. The lease term shall be for 15 years, 10 years firm. Occupancy is required on or about August 1, 2007. Expressions of interest for existing facilities must include the following: 1. Building name and address 2. Name, address, and telephone number of individual to be contacted 3. Name, address, and phone number of property owner if different from Item 2 above. 4. Rentable and occupiable square footage offered 5. Rate per rentable square foot. 6. One-eighth inch scale drawing of space offered along with Common Area Factor for available space by floor. 7. Method of measurement used to determine rentable square footage 8. Rentable square foot rate for as is space and any standard TI?s offered. 9. If you are not the owner, evidence of authority to represent the owner must be submitted. Expressions of interest for unimproved sites must include the following: 1. Provide specific location of the proposed site including site plan and location map. 2. Provide total available acreage and proposed acreage. 3. Name, address, and telephone number of individual to be contacted. 4. Evidence of authority to represent the owner. In no event shall the offeror enter into negotiations or discussions concerning the space to be leased with representatives of any Federal Agency other than the officers and employees of General Services Administration (GSA) or their authorized representative. Written Responses are required no later than March 23, 2006. Verbal responses will not be considered.
