Description
By way of this notice, and in accordance with FAR 6.302-1, the Chicago District - U.S. Army Corps of Engineers announces its intention to award a sole source contract to OMNI Corporation of Buffalo, Texas to continue performing operation and maintena nce services of the USACE's Chicago Harbor Lock. In the interest of maintaining the same level of quality, cost control and management of the Lock operation, as well as, to avoid disruption of the services and to ensure continuity of the entire Lock opera tion, it is in the best interest of the government to have OMNI Corporation, the incumbent contractor, to perform an extension of these services. OMNI has the expertise and an experienced staff that is fully capable of operating and maintaining the lock without additional assistance from the Government. OMNI has trained and experienced lock-operating personnel (the contract requires a minimum of 3 years lock operating experience per lock operator or the completion of 80 hours of approved training). OMNI provides well-trained experienced personnel with the expertise to assume the immediate operation and maintenance of the Chicago Harbor Lock. OMNI' s employees have a very intimate knowledge of the lock and its mechanical and electrical systems. Most of their lock operators have 5 to 8 years of experience operating and maintaining the Chicago Lock Continuity of the services provided by OMNI is essent ial to the carrying out the Agencys navigation mission in meeting the needs of its customer, which is to aid the transport cargo in and out of the harbors in the Chicago land area. If this agency were to contract these services from another source, the new source would have to expend numerous years and dollars learning, researching and reviewing data to acquaint itself with the Chicago Harbor Lock. The Government would also have to expend numerous dollars, in addition to the funding provided for administering the contract, to teach and supervise a new contractor until they were fully capable of operating and maintaining the harbor lock effectively, with no assistance from the Governm ent. The period of performance for these services will be approximately six (6) months. It is anticipated that the resultant contract will be firm-fixed-price. This notice is NOT a Request for Proposals, therefore, NO solicitation documents will be issued. Awa rd is anticipated on or about April 24, 2006.
