- The National Highway Traffic Safety Administration (NHTSA) intends to negotiate with Dr. Frank H. Speckhart to develop and analyze design concepts for integrating pre-crash sensing systems, advanced occupant size and weight sensors with adaptive automotive restraint systems to optimize occupant safety. The Contractor shall develop concept designs for optimizing the restraint system performance in frontal vehicle crashes. In the event of a component malfunction or failure, the performance must not compromise the safety of the occupant; the belt system must restrain the occupant to the same degree as a conventional system; the system must be suitable for installation in vehicles within the available space to accommodate similar devices and capable of resetting rather than replacing it after a crash. Information including airbag firing trigger, crash severity, electrical signals, sensor consonant with the occupant size, weight and any other pertinent detail, are all available. Interested firms should identify their capability provide the equipment described above. The written response must include detailed information relating to the specific system being requested. Expressions of interest without sufficient detail to permit evaluation of ones ability to provide the requested item will not be considered. Oral expressions of interest will be considered. This notice of intent is not a request for competitive quotations nor is a Request-for-Quotations solicitation document currently available. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive simplified acquisition. In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a quotation from Dr. Frank H. Speckhart on a noncompetitive basis for the work described. Responses must be received by the listed procuring office within 15 days from the date of publication of this notice.
