- This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI6035 and the solicitation is being issued as a notice of intent. This solicitation document and its incorporated provisions are those in effect through Federal Acquisition Circular FAC 2005-08. The National Institute of Allergy and Infectious Diseases intends to procure, on a sole-source basis using simplified acquisitions procedures clinical patient samples from the Johns Hopkins School of Medicine in Baltimore, MD., for use in intramural projects Z01-AI000358-23, Immunopathogenesis of Chlamydia trachomatis Infection and Z01-AI000361-23, International Studies of Acquired Immune Deficiency Syndrome (AIDS)). The purpose in collecting these samples is to diagnose the presence of sexually transmitted diseases, provide appropriate treatment, and to store these samples without patient identifiers for further anonymous testing in the pursuit of new knowledge by laboratory research. This research includes the development of new assays as well as the study of the effectiveness of various assays in detecting the presence of organisms in samples that are co-infected with two or more pathogens. The International STD Services Laboratories of the John Hopkins School of Medicine has had long-standing access to patients with sexually-transmitted diseases and has provided diagnostic testing services- using advanced molecular probes for Chlamydia, gonorrhea, syphilis, Trichomonas, HIV and human papillomavirus- to the Laboratory of Immunoregulation, NIAID for many years. For the good of the government, the vendor should not be changed now because many of the patients who have provided clinical specimens to this laboratory for past and current studies will be followed in the future as part of longitudinal analyses. This includes the Rakai cohort in Uganda, one of the largest and best-organized cohorts in the world; and the large population available at the Baltimore City Health Department. Changing patient populations would make such prospective follow-up impossible and seriously limit the number and kinds of scientific discoveries that can be derived from this data. Contractor will meet objectives as indicated: 1. Contractor will identify, collect, and transport 10-cc clotted blood specimens on ice within three (if local shipment) to thirty-six hours (if international shipment) of collection from physician-referred patients attending sexually transmitted diseases clinics and student health clinics who have a history of infection for herpes simplex virus to the Project Officer. 2. Contractor will identify, collect, and transport approximately 100 ml. of heparinized blood samples on ice within three (if local shipment) to thirty-six hours (if international shipment) of blood collection from patients with active, recurrent herpes simplex virus infection and HSV seropositive sexual partners of these patients following an extensive history and physical examination for herpes simplex virus infection to the Project Officer; 3. Contractor will identify, collect, and transport 50 to 100 ml of heparinized blood samples on ice within three (if local shipment) to thirty-six hours (if international shipment) of collection from the patient with a primary genital herpes simplex virus infection to the Project Officer; 4. Contractor will repeat blood sample collection, and transport on ice within three hours (if local shipment) to thirty-six hours of patients monitored prospectively and re-cultured for herpes simplex virus at each recurrence during and after each recurrence for up to three recurrences and at six months after primary infection in those without a recurrence; 5. Contractor will complete and provide to the Project Officer, a clinical summary of each patient enrolled in the study including demographic information, history, clinical findings and results of laboratory tests. This is not a Small-Business Set Aside. The North American Industry Classification System (NAICS) Code for this acquisition is 621511 and the small-business size standard is $12.5 million dollars. This is a firm fixed-price contract, and the FOB terms are ?Destination.? All items will be delivered to a NIAID facility in Baltimore, MD. The anticipated period of performance will be 03/22/06-06/30/06.
