- THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN INVITTION FOR BIDS, NOR DOES IT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PROCURE SERVICES, PAY FOR COSTS INCURRED IN THE PREPARTION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUCEMENT. This Request for Information (RFI) is for information and planning purposes only. The U.S. Office of Personnel Management (OPM) intends to issue a solicitation to procure Hosting, Maintenance, Backup and Data Storage Services for the Second-Generation Assessor Web-Based Survey System Suite in support of the Assessment Services Branch, Assessment & Training Services Branch, Center for Talent Services, Human Resources Products & Services Division. The system solution submitted should address the design, deployment and administration of the survey; development of survey documents and appropriate survey responses; collecting, analyzing, and storing incoming data; paper and web survey reporting; and be 508 compliant (Please see the attached Statement of Work). Interested small businesses should submit a web-based survey system solution that describes in detail its ability to meet the Governments needs outlined in the Statement of Work (SOW). The information provided should be pertinent and specific in the technical areas stated above. The needs are addressed as Primary, Secondary, and Tertiary (See SOW). Primary needs are all of equal importance and are individually significantly more important than Secondary needs, and secondary needs are all of equal importance and individually significantly more important than Tertiary needs. This requirement is extensively detailed and describes the technical and customer service needs that an ideal solution would address. OPM?s goal is to seek offers that come closest to providing the ideal solution; and to determine if there is a reasonable expectation of receiving two or more offers from small business concerns competitive quality and delivery for the purpose of competing this requirement as a total set-aside for small businesses. System solutions should be submitted to the address above, attention Terry L. Anderson, not later than 3:00 pm, March 21, 2006. All solutions received after the closing date and not postmarked at least five (5) days prior to the closing date, will be considered late and will not be given consideration. The North American Industry Classification System code for this project is 541512, and the small business standard is a 6.0 million per year
