- The US Army Space and Missile Defense Command (USASMDC) intends to negotiate on a sole source basis with Teledyne Brown Engineering, Inc. (TBE), Huntsville, AL for an increase to the ceiling on the current TBE Contract DASG60-02-C-0051. The proposed action is pursuant to 10 U.S.C. 2304 (c) (1), as implemented by FAR 6.302-1 (a) (2) (iii). This action is to support a continuation of current efforts; specifically, the following critical Missile Defense Agency Ground Tests: GTX-1a, GTX-1b, GTI-061, and PATRIOT Interoperability Demonstration Limited User Test (LUT). The support includes hardware integration, network interconnectivity, software tool development, interfaces and drivers, and Ballistic Missile Defense System (BMDS) Element Laboratory relat ed operations including test execution with the Joint National Integration Center (JNIC). The MDA test community has had and will continue to have a very aggressive schedule of experiments. The test schedule in FY06 contains many tests and experiments req uiring continued development and support of the current MDSE team. Any source other than TBE would result in unacceptable delays and cost burdens. The processes currently being developed will continue to provide the means by which the community can acqui re the BMDS Block 4 Capabilities Assessment in a timely manner and insure that the MDA can meet the programmed milestones to declare a BMDS system capability mandated by Congress. This action will be a modification to the existing cost plus award term inc entive contract. The ceiling increase will support the execution of work planned for the remainder of the basic five years of the MDSE contract not exceeding 23 April 2007. The significant cost duplication that would be involved with a new firm is consid ered to be well beyond any cost savings that might be achieved through competition. Under the authority of Federal Acquisition Regulation (FAR) 6.302-1 (a)(2)(iii), this action is directed toward Teledyne Brown Engineering. This acquisition is not open t o foreign firms. All responses should be directed to SMDC-RDCM-SS/Astrid Lahiere and must be received within fifteen (15) days after the date of the publication of this synopsis. No telephone inquiries will be accepted. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent to negotiate a sole source modification to Contract DASG60-02-C-0051 is not a request for compet itive proposals. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the pu rpose of determining whether to conduct a competitive procurement.
