Description
It is NOAA?s intent to negotiate a sole source contract with DATRON Advanced Technologies, Inc. for the replacement of the DATRON Model 1453-103A 13M Tracking Antenna Motor/Servo Control Systems at NOAA?s Command and Data Acquisition Stations located at Fairbanks, AK and Wallops Island, VA. The purpose of this synopsis is to perform a sources sought for the replacement of the DATRON Model 1453-103A 13M Tracking Antenna Motor/Servo Control Systems. It is NOAA?s belief that DATRON is the only source available to complete the necessary work in the time frames required to keep the 13M antenna systems operational on a 24 hour per day, seven day per week basis and minimize serious risk to the U.S Environmental Satellite program. This upgrade shall include the replacement of four motors (two for the Azimuth axes, two for the Elevation axes) in each of the three DATRON 1453-103A 13M antenna systems at NOAA?s Fairbanks Command and Data Acquisition Station (FCDAS) and replacement of six motors (two for the Azimuth axes, two for the Elevation axes, and two third axis motors) at NOAA?s Wallops Command and Data Acquisition Station (WCDAS). Along with replacing the motors, the respective Azimuth and Elevation servo amplifiers shall be replaced in all FCDAS and WCDAS DATRON 1453-103A 13M antenna systems. The third axis servo motors are to be replaced at the WCDAS but not at the FCDAS. The Digital Electronics Unit (DEU) circuit boards in the Elevation servo assembly shall be removed, modified, and installed in a separate enclosed chassis that is to be located in the base of the antenna systems. All new interface cables shall be supplied to support this configuration/assembly. In summary, the contractor will be required to replace and correspondingly modify all antenna systems drive motors; the motor?s respective servo amplifiers; all cable harnesses; all necessary modifications to the DEU (hardware, firmware, etc.); replace the antenna?s maintenance handheld controllers, and all other facets needed to perform a turnkey upgrade to the DATRON 1453-103A 13m antenna systems. Other facets shall include factory testing, shipment packaging to each site, site installation, site testing, antenna systems documentation and upgrade, management support and systems training.
