Description
In accordance with FAR Part 13, Simplified Procedures, and FAR Part 12, Commercial Items, the U.S. EPA National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, requires commercially available Portable Emissions Measurement System (PEMS) units that have both gaseous and particulate matter measurement capabilities for Diesel vehicles. This procurement expands on the current engineering state of PEMS units in the commercial marketplace by enhancing some features and adding the capability to make simultaneous gaseous and particulate mass rates of emissions. Various new emission regulations have been implemented for vehicles and engines as part of the 2007 Heavy-Duty In-Use Rule and Amendments, and 40 CFR Part 1065. In accordance with these requirements, EPA is required to conduct on-vehicle emission measurements in the field with minimal impact on the in-use vehicle. The 2007 PEMS units shall be capable of real time particulate mass emission determinations, capable of collecting samples of unregulated air toxic emissions for post test chemical analysis, and shall conform to the requirements specified in the Statement of Work and CFR Part 1065 requirements. The contractor shall be responsible for documenting measurement traceability and system acceptance in a manner suitable for audit to ISO standards. The following items shall be included with the 2007 PEMS units: (a) Gaseous (Diesel) PEMS, including data file storage, analog and digital inputs and outputs, wireless and wired client/server interfaces, ECM interface, GPS, weather monitor, thermocouple input, sample probe, heated transfer line, sample drain water trap, power supply, dual 12V power harness, cabling, equipment cart, electronic users manual, basic PDA software, basic PC software, (b) Raw Exhaust Flowmeter, (c) Proportional Diluter, (d) PM PEMS, if separable from Gaseous PEMS, (e) Compliance Software Licenses, (f) Weatherproof Enclosure, (g) Training, and (h) Evaluation Testing Support. For the equipment specified, the contractor shall have total system responsibility, which shall include all phases of the project - configuration, design enhancement, fabrication, assembly, integration, quality assurance, installation, calibration, commissioning, acceptance testing, documentation, training, and delivery. Options for purchasing additional units shall be included for each of the above referenced items. The contractor shall deliver two (2) complete acceptance tested units to EPA NVFEL by August 16, 2006. The delivery does not include, EPA final acceptance testing, or training. This procurement will be conducted under Full and Open Competition utilizing NAICS code 334519 with a size standard of 500 Employees. Award will be made using "Best Value" evaluation criteria. Any responsible source believing itself capable of providing the required PEMS units may submit a proposal which shall be considered by the Agency.
