- A History of the United States Army during Operation Just Cause in Panama, 1987-1990 Volume II The Contracting Center of Excellence, on behalf of the U.S. center of Military History intends to award a sole source award to Dr. Lawrence Yates, 1713 second Avenue, Leavenworth, KS 66048 as a follow-on effort to the History of the United States Army duri ng Operation Just Cause in Panama, 1987-1990 program. Dr. Lawrence Yates is the only qualified individual with the historical skills who is best suited to complete this project. Dr. Yates is uniquely qualified in preparation, background, and skills to per form this contract. He has already written and submitted to CMH for publication a definitive history of the origins of and policy related to the start of Operation Just Cause, covering the period from 1980-89. This will constitute Volume I of the officia l history of Just Cause and is currently in our Production Services for editing. Dr. Yates has already conducted extensive preliminary research, made useful contacts throughout the Army leadership, and prepared a draft project directive. He holds a PhD d egree in diplomatic history and has published many well-received historical books for the Center of Military History and the Combat Studies Institute. The proposed contract action is for services for which the Government intends to solicit and negotiate wi th only one source under the authority of FAR 6.302-1, Only One Responsible Source. This notice of intent is not a request for competitive proposals. However, the Government will consider all capability statements received by 9 Mar 2006, 10 am. A determin ation by the Government not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government.
