Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE --- The Air Force Flight Test Center, Directorate of Contracting, Edwards Air Force Base, California, intends to solicit from, negotiate with, and award a new sole source, indefinite delivery/indefinite quantity contract to EDO Technical Services Operations (EDO/TSO), 254 E Avenue K4, Lancaster, CA 93535-4500 for the following requirement in accordance with 10 U.S.C. 2304(c) (1), pursuant to FAR 6.302-1. Sources sought synopsis number F1S0AD6012B001, issued on 31 January 2006, closing on 17 February 2006, resulted in two responses received which were determined unable to meet the Government's requirements. A labor hour/cost reimbursement contract is contemplated to include a contract period of five years from the date of contract award. The purchase of these specialized engineering services and flight test services include defensive avionics and instrumentation in support of the 419th Flight Test Squadron specifically related to the operations, maintenance, and upgrades of the AN/ALQ-161A defensive system on the B-1B aircraft. The primary programs that will be supported by this supplier are B-1B defensive and avionics system programs. These services include expert technical support in the areas of flight test planning, test requirement definition by decomposition of program system requirements, flight test scenario development, test range scheduling and manning, instrumentation and data collection requirements, anechoic chamber testing, avionics integration and testing, ground support testing, data reduction, analysis, and providing all supporting documentation. EDO/TSO has shown proficiency in the technical theory and testing of the AN/ALQ-161A systems, radar detection, processing algorithms, ECM receiving and jamming systems, radar versus ECM evaluation, ECCM assessment and RF interference mechanisms. EDO/TSO has unique experience in RF Threat Systems operations and is capable of reviewing and assessing their operation and performance. They are proficient in the operation, maintenance, diagnostics, troubleshooting, and anomaly investigation of the AN/ALQ-161A system, general and special test equipment, and their application to AN/ALQ-161A testing. EDO/TSO possesses unique knowledge of AFFTC Test ranges, test resources, anechoic chamber capability, Integrated Facility for Avionics Simulator and Test (IFAST) operation, and the System Integration Laboratory (SIL) at Warner Robins Air Logistic Center. EDO/TSO has a demonstrated background in the following areas: Operation, resources, equipment, coordination, and scheduling of the AFFTC, NAWC China Lake test range, Western Test Ranges and other classified defensive test range(s). EDO/TSO is acquainted with the capabilities of other DOD test ranges in the United States, has worked with Combined Test Forces (CTFs) in prior Flight Test evaluation programs and understands policy, procedure, coordination, scheduling and responsibilities. EDO/TSO has demonstrated capability and understanding of the operation, characteristics, limitations and capabilities of Anechoic Facilities. EDO/TSO is familiar with the test signal generation systems, measurement capabilities, RF isolation/radiation characteristics, coordination requirements and operational procedures for testing in the anechoic chamber(s). EDO/TSO has an understanding of the operations, characteristics, limitations and capabilities of the IFAST facilities. EDO/TSO is experienced in the scheduling and use of the facilities. EDO/TSO possesses established and accepted flight data analysis software programs and tools for quick and accurate reduction and analysis of large volumes of flight test data from multiple sources. The data analysis programs are compatible with AFFTC, aircraft, Time/Space Position Information (TSPI), telemetry, laboratory, and data formats at most DOD ranges. EDO/TSO has provided evidence of their familiarity with Mobile Flight Line Test Systems (MFLTS), Mobile Emitter Test Systems (METS), Avionics Simulator (AVSIM), Enhanced Automated Special Test Equipment (EASTE), Avionics Data Acquisition and Control Systems (ADACS), Flight Test Data Analysis System (FTDAS), and state of the art threat generation and simulation equipment. The North American Industry Classification System (NAICS) Code is 541330 and the Small Business size standard is $4,000,000 dollars. Interested parties may identify their interest and capability to respond to this sole source contract action, however this notice of intent is not a request for competitive proposals. The criteria listed above will be used to evaluate responses to this notice in order to determine whether or not this will be a full and open competition. Capabilities packages shall include, as a minimum: 1) evidence of past experience and related projects that covers the aforementioned evaluation criteria with value/price of past efforts; 2) size of firm, large or small business; 3) whether or not these items and services are provided commercially to non-government agencies; and 4.) the capability to support in form, fit, and function, the aircraft as identified above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government does not intend to pay for any information provided under this notice. If responses are not received by 4:00 p.m. Pacific Standard Time, 6 April 2006, a Sole Source contract will be pursued with EDO Technical Services Operations (EDO/TSO).
