Description

The Internal Revenue Service intends to extend the term of the Digital Telecommunications Switching (DTS2) System contract No. TIRNO-01-D-00009 to Verizon Federal Inc. for a base period of six (6) months (April 1, 2006 through September 30, 2006) and one twelve (12) month option period (October 1, 2006 through September 30, 2007). The DTS2 contract, after exercising FAR clause 52.217-8--Option To Extend Services, will expire March 31, 2006. The statutory authority permitting other than full and open competition is Section 303? of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act [41 U.S.C. 253?(1),] implemented under FAR 6.302-1(a) which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. The Department of Treasury has a continuing need for the DTS2 System. The extension of the DTS2 contract allows for uninterrupted DTS2 services for the Department of Treasury. This extension enables Treasury to mitigate risks to this mission critical infrastructure protection asset and allow for successful transition to a follow-on contract vehicle. This is not a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice of a non-competitive action. If parties choose to respond, any cost associated with the preparation and submission of data or any other costs incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
