- NASA/GSFC plans to issue an RFQ on a sole source basis for the following items: Adapter Plate Quantity 1 EACH To mount 2.4XLSA pedestal on existing mounting pole. Includes powder coated 1 1/4" Aluminum plate and all stainless studs and fasteners to couple the plate to the base of the pedestal. Bolt heads are countersunk to clear. 2.4XLSA Fiber Option Quantity 1 EACH Which replaces X and L band coax between pedestal and receivers with single mode fiber. Also replaces RS 422 link with single mode fiber. Includes 600 Ft. fiber cable to interconnect internal interface unit with pedestal and installation and checkout. Provides ground isolation between all indoor and outdoor components. Special NASA Fiber Linkage Quantity 1 EACH To interface to carry X and L band RF and Ethernet bidirectionally over single mode fiber cable. Includes 600 ft. fiber to connect inside racks to outside NEMA box and two 100 foot extensions to permit connection to trailer racks. Includes installation and checkout. Provides ground isolation between outdoor trailer components and indoor components. NASA/GSFC intends to purchase the items from Orbital Systems, Ltd. The components being procured on this purchase order are system specific option upgrades for an existing system which only Orbital Systems provide. This company is also the original builder of the antenna for which these options will be installed on. The components being procured are specifically designed for an existing Earth remote sensing satellite ground system. The 2.4XLSA Fiber Option is designed to specifically interface with the RF data line internal to the ground system, and the Fiber Linkage is an extension of the existing data transfer mechanism specific to this antenna, which provides duplex data and control over IP on fiber. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 15, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
