Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center Division Newport anticipates placing a Cost Plus Award Fee contract to the research and development of an Engineering Development Model (EDM) of the Low Profile Mast (LPM). The LPM System program is for the development of a submarine, non-hull penetrating, optronic mast the physical size of the Type 18 periscope with imaging, electronic warfare, navigation, and communication capabilities for the VIRGINIA Class submarine. The entire LPM System will be designed, built, and tested in accordance with the LPM Performance Specification (S) and contract requirements. The LPM System consists of the Sensor Group, the Mast Group, the Data Transmission Group, the Inboard Processing and Conditioning (IPC) Group, and the Control and Display (C&D) Group. The EDM shall be delivered between 24 and 27 months under an award incentive fee arrangement. Award incentive fee shall be available for exceeding technical systems requirements in optical performance and radio frequency performance. The contract shall include an option for Time and Materials hours for integration of the LPM EDM on a VIRGINIA Class submarine. The contract shall also include Firm Fixed Price options for production of LPM units if the LPM EDM proves successful. Production units shall be procured at a rate of one unit in FY 08, two units in FY 09, two units in FY 10 and two units in FY 11. The contract shall also include an option to upgrade LPM EDM to current specification in FY 11. The EDM and production units shall be shipped FOB destination Newport, RI.
