- The solicitation will be available at http://fedbizopps.gov on or about March 14, 2006. Paper copies of this solicitation will not be issued and telephone requests or fax requests for this solicitation will not be accepted. The National Park Service (NPS), Department of the Interior (DOI), is soliciting quotes from firms having capability to perform the work described below. The contractor shall furnish all equipment and sufficient personnel for selected tree removal and all related incidental work in accordance with the quote schedule and specifications stated herein. Task #1, San Juan Dam Site. Cut and remove or chip on-site all bamboo, ligustrum (privet), chinaberry, and dead/diseased trees (over 2" DBH) from approximately 25 acre area within San Antonio Missions NHP. The actual work area is a long strip roughly 100 feet wide by 2700 feet long, plus an adjacent 1 acre area. The cut bamboo and all branches with seeds must be removed from the site, not chipped and left on-site. All live trees and brush that are cut must have their cut stumps sprayed or painted with triclopyr within 15 minutes and as directed by the product label. Contractor is not required to apply herbicides on the cut bamboo. Task #2, Espada Acequia Site. Cut and remove (no leaving chips) all ligustrum (privet), chinaberry, dead/diseased trees (over 2" DBH), and marked trees from an approximately 1.5 acre area within the park by the Espada Acequia off of Espada Road. The area is roughly 400 feet by 150 feet. In addition, the site includes improving a "fire break" along the east side of the acequia from 300 feet south of the aqueduct to a large pond north of IH 410. The additional area is approximately 25 feet wide and over 4,000 feet long (2.3 acres). All dead, woody vegetation and the above species will be cut down from the waters edge to 25 feet eastward. All low, overhanging limbs and marked trees will also be cut down within this zone. Beyond 25' to a distance of 200' farther eastward, all ligustrum (privet) and chinaberry (over 2" DBH) must also be removed. All live trees and brush that are cut must have e cut must have their cut strumps sprayed or painted with triclopyr within 15 minutes and as directed by the prduct label. Herbicides that are approved from use near water (e.g. Garlon 3A) must be used by the acequia. There will be a site visit conducted and all interested contractors are encouraged to attend. The estimated magnitude is between $25,000 to $100,000. This procurement is a commercial item. The North American Industry Classification System (NAICS) code for this procurement is 561730 with a small business size of $6.5 million. Quotes will be evaluated on the following criteria: 1) professional references and experience; 2) professional qualifications and training; 3) price.
