- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Directorate of Contracting, Fort Bliss, Texas, is seeking the non-personal services of a Catholic Priest for the William Beaumont Army Medical Center, El Paso, TX. Services are to be provided as required from 16 March 2006 through 30 September 2006. S olicitation #W911SG-06-T-0027 applies and is used as a Request for Quotation (RFQ). A copy of the solicitation is available and will be furnished upon request. This procurement is 100% small business set-aside and will be conducted under North American I ndustry Classification System (NAICS) 813110; the small business size is $6.5 million. A firm fixed-price contract is anticipated. The following Contract Line Items (CLINS) apply: 0001 Catholic Sunday Mass and Special Mass, quantity and unit = 87 each; 0002 Weekday Masses, quantity and unit = 147 each; 0003 Catholic Religious Routine Ward Visits, quantity and unit = 191 each; 0004 Ca tholic Priest Services such as Sacraments, Baptisms, Confessions, Counseling, quantity and unit = 182 each; 0005 Catholic Administrative Work, quantity and unit = 52 each. The quantities stated for all CLINS are estimates only and may differ based on var ious factors. Total price for evaluation purposes, is determined by adding the total price of all CLINS. The contractor must be a fully ordained Roman Catholic Priest in good standing with the Roman Catholic Church at large or may be a duly recognized religious order that is able to provide qualified priests to fulfill the contract requirements. The contracto r must be endorsed by the Archdiocese for the Military Services, USA and shall maintain DDForm 2088 showing endorsement. The contractor must also have a letter of decree from the Bishop of the Diocese of El Paso, Texas, granting general and specific deleg ations. Any Catholic Priest furnishing services under the contract shall have a minimum of two years of fulltime experience in hospital ministry, and speak, read, and write English fluently. The offeror must furnish proof of qualifications with proposal and anytime a new priest performs under the contract. Priests must be able to minister in an inter-faith setting. Services under the contract shall be conducted as follows: Mass on Sunday and Saturday, Holy Days, and Monday through Friday at times specif ied by the WBAMC Staff Chaplain; Routine Ward visitation shall be conducted Monday through Friday, an eight hour regular duty day, 7:30 a.m. 4:30 p.m. (excluding Federal Holidays). Baptisms, confessions, and counseling shall be performed after the week end Masses. All chapel offerings shall be transferred to the custodian of the WBAMC Consolidated Chaplains Fund.
