- A combined synopsis/solicitation for commercial items is being issued by the Federal Highway Administration, Western Federal Lands Highway Division?s Simplified Acquisitions Department with the intent to procure construction support services for the training of skills necessary to operate heavy equipment, licensed rock blasters and dump quarry truck operators in support of a construction project, in partnership with the Department of Defense and The Bureau of Indian Affairs. The project is the Walden Point Road Project located on Annette Island, Alaska; this solicitation will be in accordance with FAR Part 12 the acquisitions of commercial items in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR Part 13.106; this announcement constitutes the only notice and a written solicitation will not be issued; the solicitation documentation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2006-08; it is the contractors responsibility to be familiar with applicable Clauses and Provisions; Provisions and Clauses can be viewed and or down/loaded from, www.arnet.gov.far or representations and certifications provided by vendors through ORCA may be supplemental information submitted to the Government in response to a specific solicitation. Requirements: Heavy Equipment Operators (excavator/grader), specialized in the operation of track excavators equivalent in size to 235 Caterpillar, 350 Caterpillar, ES330LC Hitachi and EX450LC Hitachi Hydraulic Excavators, Crawler mounted. 3 ea Licensed Rock Blaster must have a valid state/or equivalent blasting license for rock blasting typically used in the construction of roads and highways. 2ea Pricing also needed but have the right to exercise the option to accommodate the services: Dump Quarry Truck Operators-Articulated Haulers 2 ea The projected start date for the services will be March 8, 2006 and shall continue through September 19, 2006. The project schedule is set for 50/60-hour workweek changing accordingly. The first week will consist of 50 hours, second week 60 hours respectively. The designation letter will set forth the authorities and limitations of the COTR under the contract.
