Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. This is a sole source requirement IAW FAR 6.302-1. This RQF has the following line item(s): Line Item 0001: Teach course ORSC 593, Professional Military Ethics. Course runs from 27 Mar 2006 to 9 Jun 2006 (2 sessions). Each session 3 hours of lecture per week for 10 weeks. Work shall be done IAW attached Statement of Objectives. Total hours to be worked is 260. Line Item 0002: Teach course COMM 310, Fundamentals of Written Communication. Course runs from 30 May 2006 to 23 Jun 2006. Summer Short Term (2 sessions); and from 5 Sep 2006 to 29 Sep 2006, Fall Short Term (2 sessions). Each session 8 hours of lecture per week and 2 hours of lab per week for 4 weeks both terms. Work shall be done IAW attached Statement of Objectives. Total hours to be worked is 340. Line Item 0003: Teach course COMM 680, Teachnical Reports and Theses. Course runs from 26 Jun 2006 to 8 Sep 2006 (2 sessions). Each session 3 hours of lecture per week for 10 weeks and a final. Work shall be done IAW attached Statement of Objectives. Total hours to be worked id 240. Proposals must price each line item listed above. Ship to: Air Force Research Laboratory (AFRL/DII), 1981 Monahan Way, Bldg 12, Wright-Patterson AFB, OH 45433-5209. FOB destination, net 30 payment terms. The following clauses and provisions apply: 52.22-1, 52.212-3 and 52.212-2(a). Inserts for 52.212-2(a) are (in descending order of importance): (1) Technical capability of the item offered to meet the Government requirement, (2) Price, (3) Past performance and (4) Small disadvantaged business participation. Clauses 52.212-4 and 52.212-5 shall be included with any offer. In accordance with FAR 13.106-2(b) (2), the Government may award without discussions. WPAFB intends to award to: Dr. David Kirk Vaughan, 2854 Double Eagle Drive, Beavercreek, OH 45431. Authority: 10 U.S.C. 2304(c) (1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. Mr. Stephen J. Miller has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
