Description
1. The purpose of this amendment is to change paragraph 2.2.4 from “The Erbil and La Basrah will be surveyed for VSAT installation only” to read “The Erbil and Al Basrah will only have VSAT installation and service.” Solicitation Questions 1. Question: When bidding process end? Answer: Dec 31, 2005 2. Question: How can bidding vendors schedule site survey at NCMC. Answer: IRMO/PCO can arrange pre bidding site survey if necessary after obtaining site access approval from NCMC. IRMO/PCO can assist in obtaining NCMC approval from NCMC authority, provided bidder has viewed building drawing and read all SOW documents posted on www.rebuildingiraq.net. No site visit can be scheduled without first reviewing all the documents completely and bidder has very valid reason for the site survey 3. Question: How many severs is operated at NCMC building Answer: Please see section 2.4.6. 4. Question: How many VSAT will be installed? Answer: NCMC HQ 1 NCMC Basra office 1 NCMC Irbil office 1 See section 2.4.7 5. Question: What is the Bandwidth for the VSAT? Answer: Baghdad HQ: 2 Mbits Irbil Office: 1 Mbits Basra: 1 Mbits Dedicated & Non contested 6. Question: What will be VSAT link will be sued for? Answer: Internet Access - VOIP Traffic - Remote NCMC office data transfer and LAN login - Video Conferencing 7. Question: What is NCMC LAN? Answer: Review all document post it on the following web link http://www.rebuildingiraq.net 8. Question: What is the deliverable? Answer: The primary deliverables outlined in the scope of work are to be completed by the consultant prior to February 28. 9. Question: The number of key systems users that we would need to meet with to ensure a successful requirements definition. Key users include senior management, department managers, operations managers, NCMC personnel at HQ and Remote Office. Answer: The number of “key” system users is approximately 150-500 users at HQ & IRBIL & BASRA office. 10. Question: How many employees will need to be trained to run the system? Answer: To be determined by NCMC 11. Question: Clarification on Subcontracting; do we need to identify subcontractors in the initial proposal? And what is the “competitive procurement process” to add subcontractors later? Answer: NCMC Project requires that ALL subcontractors be identified in the initial proposals. Must be notified in writing and approve in advance of any subcontractors added to this project by the primary consultant/vendor awarded in this project. 12. Question: What are some of the usage numbers for the current system? Answer: The question is not specific enough to provide an accurate answer. 13. Question: How many vendors will be selected from the proposals submitted? Answer: There will be one contractor awarded for the complete the project as outlined in this RFQ. 14. Question: Is there a specific project methodology the state expects to be used? Answer: No 15. Question: How many firms are competing for this project? Answer: Cannot specify. 16. Question: Is February 28th a hard deadline? Answer: Yes 17. Question: Services required 80 and or 443 Answer: EB server, Internet Access and Secure HTTP & HTTPS and encryptions application 18. Question: Maximum number of servers expected Answer: (See SOW) 19. Question: Do you have a diagram of the Oracle web deployment? Answer: No. See SOW general NCMC website development appendix 20. Question: software is sold out in packs of number of licenses, how many licenses are required? Answer: See SOW software QTY 21. Question: I need detailed description on the exact items that you are interested in purchasing. Answer: See SOW 22. Question: Is the customer installing the vertical risers inside the main bldg? Answer: The vendor is responsible for all risers if it did not exist multi mode fiber shall be into perform any work? If so please specify. Answer: No work but must review data comment 16. Question: With reference to paragraph 2.3.8, please specify the job functions to which the contractor shall develop outlines. Answer: NCMC following award 17. Question: With reference to paragraph 2.4.8, please provide a specification for the Ministry of Finance Financial Package so that a compatible package can be provided. Answer: MOF/NCMC following award 18. Question: With reference to paragraph 2.4.8, please specify the application for QuickBooks. How many work stations is system wide? Will there be just one general ledger or one ledger for each work station? Will the ledger be shared? Will sharing be simultaneous? Answer: Vendor will supply QuickBooks, how this is used is not germane to the bid. 19. Question: With reference to paragraph 2.5, please define the scope of GFE integration. Answer: GFE integration for all government supplied equipment 20. Question: With reference to paragraph 3.1.1, please confirm that existing vendor manuals may be provided so long as they are in English and the requirement for Arabic submission pertains to contractor generated design documents, schematics and internally generated training and reference materials. If not please define your Arabic requirement. Answer: Any documents created it will be in English and Arabic, any commercial equipment that has multi language document should be furnished 21. Question: With reference to paragraph 3.1.3, please define which Oracle database modules are required to support NCMC business operations. Answer: NCMC following award 22. Question: With reference to paragraph 3.1.4, please provide a specification for the Iraqi Ministry of Finance Financial Management Information System so that the contractor is able to provide compatible software. Answer: NCMC following award 23. Question: With reference to paragraph 5.2, please specify if the contractor is responsible for security of the GFE. If the contractor is to be responsible, please specify if the GFE is provided with physical security. Answer: Vendor will not be responsible for GFE equipment. 24. Question: With reference to paragraph 8.3, please identify the existing ATDI software and databases. Answer: PER quote, exact information from NCMC or ATDI. 25. Question: Please provide a specification for the GFE Siebel CRM engine. Please identify the NCMC application and users. Answer: GFE equipment specifications and usage will not be furnished. 26. Question: With reference to paragraph 3.1 of appendix 1, please specify any requirements for the layout of the form. Answer: Part of system development, unknown at this time 27. Question: With reference to paragraph 7.16 of appendix 1, please specify the relationship of the hosting company to the equipment design, the Government, NCMC and the website. Answer: Customer IS NCMC which will work with web developer on format 28. Question: For each training specified in appendix 3, are these training to be concurrent or sequential to each other Answer: NCMC will schedule training. 29. Question: For the ATDI training, please specify the training location that will be determined by NCMC. Answer: Baghdad 30. Question: Is the installation of the wireless access point’s part of scope of work? If so, specify the locations of the installation. Answer: Yes-coverage for each floor 31. Question: 7206Routers – what kind of interfaces and modules required in this Router? What kind of NPE engine? Do you want the ‘7206VXR’ series or normal 7206? The 7206 is a 6 slot chassis router that can be populated with different types of modules. Answer: Specify the required modules along with intended functionality. 32. Question: Cisco 3548 series switches have become obsolete. Can we quote Cisco 3550 48 port 10/100 Std image (Part No# WS-C3550-48-SMI). Is this acceptable or do you need some other Cisco switch? 3550 should be Ok for bidding purposed, Answer: Yes if these are replacement of the 3548 and perform the same functions. 34. Question: Regarding the IP Telephony Gateway Router – This has not been asked in your equipment list. We intend to provide 3Nos of Cisco 2800 series Routers for the same (one for each of the 3 sites). Answer: If you have any other suggestions let us know. This should be fine for bidding purposes. 35. Question: For IP telephony – we understand following – you need 2x Call managers, 1x Media Convergence server, 1xConference connect (20 license), Unity voicemail 400 mailboxes. Also since you asked for 20 line capacity Analog to POTs, we presume you will connect 20 analog lines from the PTT. All this equipment will be located only at 1 main site at Baghdad. Is this understanding correct? Alternately, please provide your inputs. Answer: Correct assumption. 36. Question: What is the type of data that will be shared or transferred between Baghdad, Basrah and Erbil? Answer: All kind of data 37. Question: It is mentioned that there is 200 users , does that mean that all of them are in Baghdad or does that mean that the total number of users is 200 (that will work in all of the three sites Baghdad, Basrah and Erbil).? Answer: In Baghdad only 38. Question: Can u explain the LAN POP (point of presence) sentence mentioned in 2.1.5? Answer: It means that we already has wiring there but we need wiring to the terminals (workstations) 39. Question: For the Backup VSAT, do you want us to install extra VSAT equipment as a standby system? Answer: One system with dual transceivers. 40. Question: Can you supply us with the Appendix mentioned in 2.3.2? Reference the SOW on the website. 41. Question: Can u explain what did you mean by " the contractor shall evaluate the communications infrastructure" mentioned in 2.3.3 ? Answer: The contractor will evaluate the communication system design and the LAN interface. 42. Question: For the Oracle issue, do we have to develop a database, or we have to deliver the Oracle package only without installation? Answer: The database design will be discussed after award. 43. Question: Do we have to install and configure the ATDI software? Answer: No because we are furnishing this equipment 44. Question: How many domain controllers will be installed? Will we have multi domains as a tree? Answer: Three Domain controllers, organized as one Primary and two secondary controllers. 45. Question: What will our task in Basrah and Erbil? Will it be only installing the VSAT gateways? Answer: VSAT equipment and installation only for Basrah and Erbil. 46. Question: What is the type of the network that will be installed at Basrah and Erbil? Answer: That information not needed for the bid 47. Question: 7206Routers – what kind of interfaces and modules required in this Router? What kind of NPE engine? Do you want the ‘7206VXR’ series or normal 7206? Question: Cisco 3548 series switches have become obsolete. Can we quote Cisco 3550 48 port 10/100 Std image (Part No# WS-C3550-48-SMI). Is this acceptable or do you need some other Cisco switch? Answer: substituting Cisco 3550 is acceptable provided that it performs the same or better functions that those in the Cisco 3548 switch. 49. Question: Section 1.1 of Appendix One of the RFP states that this site has to be recreated from scratch. Is it possible to reuse work already developed since it seems many of the basic outline of the website has been developed and is currently on-line (although much is still missing)? If not possible, why? Answer: This refers to a new web site which will be independent from the current site on line. The new web site can borrow from the existing one as far a look and some areas of format. 52. Question: If the existing NCMC website could be used, can it be referred to as the model for Section 7.5 of Appendix One? Answer: The bidder use whatever modules of the current website they need. But it is written so poorly that the NCMC needs a new structure, organization and operation rather than starting with the exiting site. 53. Question: Please confirm that VSAT backup corresponds to equipment only and not a redundant Best Effort type link. Answer: yes 54. Question: Core System Software - Oracle: Please confirm the prospective number of users for the following applications: Oracle E-Business Suite Oracle Financials Oracle HR Answer: Probably less than 20 but NCMC will have to verify. 55. Question: Delivery and Installation target date: Please confirm that the target installation date will or will not be extended as the delivery requirement (# of boxes) is extremely high and may be impractical given conceivable delivery time frames from contract award/signature date. Answer: Installation date will be discussed after award. 56. Question: Please confirm that current NCMC web site pages will be made available to the selected contractor. Answer: yes 57. Question: Can you please provide specific configurations for the "Data Center Equipment" DL560's and how you would like each one configured? Answer: Changing the configuration will not make difference in pricing. 58. Question: Oracle E-Business Suite Licenses include Financials and HR module licenses. If you want E-Business Suite you do not need additional financial and HR module licenses. Answer: That’s correct 59. Question: In the table, Oracle license quantities are “System Wide”. What is meaning of “System Wide” Answer: It means the entire system including all servers, desktops, and other components attached to them. 60. Question: How many user will be use these modules? Answer: Quantity in SOW 61. Question: Which Financial Package Software are compatible with Ministry of Finance? Answer: MOF/NCMC 62. Question: In the table, FreeBalance license quantities are “System Wide”. Question: OmniPage OCR version Answer: The latest of Pro Version 69. Question: Version of QuickBooks Answer: Quickbooks Enterprise Edition 70.
