Description
NAICS Code: 541720 The U.S. EPA, National Risk Management Research Laboratory, located in Research Triangle Park, NC, intends to negotiate on a sole source basis with Dr. Jack R. Edwards of the Department of Mechanical and Aerospace Engineering at North Carolina State University to develop continuum models for the transport of particulate of a specified size class. These models will solve equations for mass and momentum conservation of a particulate phase,influenced by forces that affect the motion of particles. These include hydrodynamic drag, buoyancy, Saffmann lift forces, and surface adhesion forces. The particulate transport routines will either be integrated in tandem with the main flow equations or be solved in a stand-along manner ,subject to an inputted time-depercent velocity field. The nature of this acquisition requires a contractor that possesses the unique capability of a statistical modeling programmer familiar with two phase flow dynamics using an immersed boundary method. This unique capability is essential for contract performance because the contractor must be intimately familiar with the development of this model and have prior experience to understand the experimental data that is being used to create and validate this model. This unique capability is critical because it is required on the current model to meet the tasks in the statement of work. Dr. Edwards previously provided computational simulation and modeling support for experimental activities to understand the processes leading to particulate dispersal and re?suspension in confined Environments. Now, EPA has identified the need to complete the additional tasks mentioned based on the results of the previous work. Specifically, Dr. Edwaids wIll be required to: (1) development of more accurate model for particulate adhesion forces, (2) development of a carpet deformation / rebound model, (3) inclusion of thermal effects, and (4) addition of overset grid capability. This notice is not a request for quotations. EPA source research indicates Dr. Edwards is the only known contractor with the appropriate level of technical knowledge necessary to complete this project. Since these tasks are a natural progression from previous work completed, it would take considerable time for a new contractor to become familiar with the work already completed. The work is highly complex and complicated and any other contractor would require extensive and costly training to have the ability to deliver the services here required. However, any firm believing itself capable of meeting EPA requirement may submit technical documentation to establish the potential of completing such work. Any such documentation must be submitted within 15 days of electronic posting of this notice (before March 11, 2006 5:00PM EST). A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the puroose of determining whether to conduct a competitive procurement or to proceed on a sole source basis .This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures.
