Description
The Naval Research Laboratory (NRL) has a requirement for research, development, and engineering support in the area of plasma physics research. Specifically the research will be in the areas of laser plasma and laser matter interactions, inertial-confinement fusion and lasers for fusion applications, strong-field physics, the simulation of space plasmas in the laboratory, the production of shock waves in gases and solids, and the high speed and high dynamic range diagnostics required for these investigations. The contractor will design, fabricate, install, repair, and maintain research hardware. The design and fabrication will be conducted primarily at the contractor?s facility, with the installation maintenance, and repair will be at the Government?s facility. Please note that contractor personnel will be required to work on-site at the Naval Research Laboratory for extended periods of time. Prior to award, the contractor must provide proof of personnel security clearances commensurate with the level of access required for performance of the contract. A detailed statement of work and the minimum personnel qualifications will be issued with the solicitation, which will be available via the Internet at the URL address cited below. The Government anticipates award of a Cost Plus Fixed Fee (CPFF) term type contract. The anticipated period of performance will be for twelve (12) months, with four (4) 12- month option periods, if exercised. The proposed contract is 100 percent Small Business Set-Aside. All EIT supplies and services provided under any resultant contract must comply with the applicable accessibility standards issued by the Architectural and Transportation Barriers Compliance Board at 36 CFR part 1194 (see FAR Subpart 39.2). Electronic and information technology (EIT) is defined at FAR 2.101. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. Any resultant contract will be DO Rated under the Defense Priorities and Allocations System (DPAS). The Contract Specialist must receive any questions concerning the RFP no later than 10 (ten) business days before the response date of this solicitation.
