Description
The Government intends to procure under full and open competition Navy marine paint / tank coatings approved for Navy shipboard use in accordance with product requirements, environmental compliance, colors, solvents, storage, shelf-life, product data and federal specifications, standards and publications including Code of Federal Regulations, United States Environmental Protection Agency, Defense Logistics Agency and non-governmental agencies including ASTM International and American National Standards Institute. The contract type is an indefinite deliver / indefinite quantity with firm fixed unit prices as required by Norfolk Naval Shipyard, Portsmouth, Virginia for a base period of one year plus four one-year option periods. Delivery orders for Navy marine paint / tank coatings will be issued under the basic contract. Detailed specifications will be provided in the solicitation. This requirement is procured in accordance with Federal Acquisition Regulation (FAR) 13.5, Test Program for Certain Commercial Items. The solicitation is unrestricted and will include FAR 52.219-4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns as prescribed in FAR 19.1308(b). The solicitation is subject to a 10% Hubzone consideration. Quotes will be evaluated on technical, past performance and price. The applicable NAICS is 325510. The size standard is no more than 500 employees. When the Request for Quote (RFQ) is issued, it may be downloaded by accessing Federal Business Opportunity (FEB) website at http://www.fedbizopps.gov or Navy Electronic Commerce Online (NECO) website at http://www.neco.navy.mil. This office no longer issues hardcopy solicitations. By submitting a quote, the contractor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the contractor acknowledges the requirement that a prospective awardee shall be registered in the Central Contractor Registration (CCR) database prior to award, during performance and through final payment of any contract or order resulting from this solicitation. Lack of registration in the CCR database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2427 or via the Internet at http://www.ccr.gov. NO SOLICITATION EXISTS AT THIS TIME.
