Description
GRANT-KOHRS RANCH Wagon Trails This is not a Request for Proposal (RFP). The purpose of this Request for Information (RFI) is to solicit industry feedback regarding the development of the acquisition strategy and eventual request for proposal to provide wagon trail tours at Grant-Kohrs Ranch National Historic Site, Deer Lodge, Montana. PROJECT DESCRIPTION: An experimental Wagon Trails tour is proposed for providing visitors to Grant-Kohrs Ranch a riding tour throughout the ranch. The tours are expected to take place every Friday, Saturday and Sunday on a schedule set forth in the contract, during normal park hours, from Memorial Day continuously until the end of the Labor Day holiday weekend. Grant-Kohrs Ranch expects a range of 100 to 150 visitors per day to the park. The tours are expected to have two stops with each having approximately a fifteen minute interpretive program. The entire tour should run approximately one hour. SPECIAL CONSIDERATION: The contractor will be required to provide a wagon which will seat at least 20 people, including driver and assistant, and the necessary amount of horses to pull the wagon. Grant-Kohrs Ranch will provide facilities for boarding the horses and wagon upon request. A contractor's representative would be responsible for daily upkeep of the horses and wagon. The wagon driver will be required to wear period dated clothing appropriate for a Wagon Trail driver in an old west setting. The wagon must fit into the historic scene through color scheme and or design. The driver's clothing and the wagon style must be approved by the NPS, prior to the start of contract. ACQUISITION OBJECTIVES: The purpose of this RFI is to gain market research in order to determine the level of interest from potential contractors, in order to formulate the proper acquisition strategy. The NPS seeks input from interested parties in what ideas and needs they would require to make this trail tour a successful and ongoing attraction to ranch visitors. PERFORMANCE - BASED: Proposals will be solicited using performance-based service contracting principles including use of a Performance Work Statement approach to define the requirements. TERM: The contract term is anticipated to include a base period, with optional periods to extend the contract at the Governments discretion. SUBMITTAL: If interested, please submit a summary business plan, which addresses the proposed project identified above. QUESTIONS: The Government is interested in obtaining the following information from industry to consider in determining its acquisition strategy and development of the RFP. " How many trail runs would you propose a day? " Would you propose timed trail runs at specified times? If not, what would you propose? If yes, would you require a minimum number of passengers? " Would you propose a wagon with a capacity of less than 20 passengers? If so, what capacity would you propose, and how many horses would be required for the proposed wagon? " Would you propose a wagon and team that would exceed a capacity of 20? " Can you provide a wagon that fits the historic scene through color scheme or design? " Would the park providing boarding room for the horses and equipment be an incentive? If not, what would you propose? " Would you propose to provide the second person which shall serve as the interpreter and assistant to the driver, or should the NPS provide the second person The NPS will provide the interpretive outline and appropriate training for the Interpreter. " How would you propose making the wagon ride accessible to the handicapped? " Would you propose the boarding and off boarding of passengers at each interpretive point? " Would you propose a minimum age limit or restrictions for passengers without adult supervision? If yes, what limit and what restrictions? " If ride tickets are issued, would you propose the tickets should be good for one ride only, or as an all day pass to ride? " If a fee is charged, how would you propose the fee be collected " As a contractor, would you prefer providing a fully managed service or provide only the manpower with the government providing the necessary equipment? " What contractual incentives or disincentives would motivate outstanding performance? " In what areas can performance be enhanced with incentives? " What type of contract would be most beneficial to both the government and the contractor? " How would you propose marketing this wagon trails ride outside of the park to increase tourist attraction, and to benefit the park and your company? " What specific detail or additional information is needed in order to provide a proposal for this entire requirement? SUBMISSION INSTRUCTIONS: Responses to this RFI should be in a Word.doc, not to exceed ten (15) pages.
