- THIS IS A NOTICE OF CONTRACT ACTION. RFP#FA9451-06-R-0002 WILL BE ISSUED ON OR ABOUT 15 MAR 2006. This effort is a recompetition of the existing Business and Staff Support (BASS) contract; new effort is entitled ?Business Resources and Support Services (BRASS)?. The scope of his effort is to acquire business support, including all administrative support areas and program management activities within the Air Force Research Laboratory (AFRL), Directed Energy (DE) and Space Vehicle (VS) Directorates located on Kirtland AFB, NM as identified in RFP FA9451-06-R-0002. The Government intends to award an indefinite-delivery indefinite-quantity (IDIQ) contract and issue 12 cost plus fixed fee (CPFF), level of effort (LOE) tasks orders. 12 task orders will be awarded at the same time as the basic contract. The period of performance for all 12 task orders will initially be 2 years. The ordering period for the basic contract is 5 years; anticipated maximum ordering value is $49.9M (which includes $500,000.00 ODCs). This solicitation is set aside for 8(a) certified contractors; NAICS code 561210. AWARDEE WILL BE REQUIRED TO HAVE AN ADEQUATE COST ACCOUNTING SYSTEM TO SUPPORT A COST TYPE CONTRACT. IF YOU DO NOT CURRENTLY HAVE AN ADEQUATE ACCOUNTING SYSTEM, ONE WILL BE REQUIRED WITHIN 90 DAYS AFTER CONTRACT AWARD. CONTRACTORS ARE ENCOURAGED TO CONTACT THEIR COGNIZANT DCAA AND SBA OFFICES AND START THE PROCESS OF OBTAINING THE SYSTEM AS EARLY AS POSSIBLE. Contractors may also view DCAA pamphlet 7641.90, Information for Contractors, at http://www.dcaa.mil. Note: Chapter 2 of pamphlet outlines the general information regarding accounting system surveys. DD Form 254 Contract Security Classification Specification applies; some positions may require a security clearance of Top Secret. Organizational Conflict of Interest clause AFMC 5352.209-9002, with probable inclusion of Alternates III, IV, and VI and an administrative access provision will be included in the contract. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. The ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
