- THIS ACTION IS BEING CONSIDERED FOR A TOTAL HUBZONE SMALL BUSINESS SET-ASIDE (Details Below). Prime Contractors who are HUBZone small businesses and who intend to submit a bid for this solicitation MUST submit the following by e-mail to CFLContracts@fhwa.dot.gov or by telefax to 720-963-3360 for receipt NO LATER THAN close of business (4:00 p.m. local Denver time) on March 3, 2006; (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) a copy of the letter from SBA stating date of HUBZone small business certification (must be obtained prior to date of this synopsis); (3) letter from bonding agent stating bonding capability, to include single and aggregate totals; and (4) listing of experience in work similar in type and scope to include contract numbers, project descriptions, dollar amounts, and points of contact including phone numbers. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested will result in a contractor being considered not interested in this solicitation. A decision on whether this will be pursued as a HUBZone small business set-aside or on an unrestricted basis will be made following the due date and posted on the FBO website as a synopsis (modification) to this notice. PROJECT DETAILS: This project consists of grading, drainage, paving, and bridge construction of 7.240 km of roadway. The project will start at 2 km (1.24 miles) east of Fenton Lake and proceed in a northerly direction ending at about 26 km (16 miles) southeast of the town of Cuba, New Mexico. Located in the County of Sandoval, Santa Fe National Forest. The first 2 km (1.24 miles) will consist of reconstruction work with full width grading, drainage structures, rockery wall, and new structural asphalt typical section. A new 172-meter (564 feet) bridge will be installed over Fenton Lake. The remaining 5.068 km (3.15 miles) will consist of reconstruction work with full width grading, drainage structures, rockery and MSE walls, and new structural asphalt typical section. The estimated price range is between $9,000,000.00 and $11,000,000.00. Principal work items include: survey and staking; lump sum contractor testing; soil erosion control devices); 10,000 m3 dust control; 19 ha clearing and grubbing; 137,000 m3 roadway excavation; 7,600 m3 waste; 220 m2 shoring and bracing; 1,550 m3 placed riprap; 2,640 m2 mechanically stabilized earth wall; 27,000 metric tons aggregate base; 67,000 m2 of 75 mm thick superpave aggregate pavement; 540 meters precast prestressed concrete piles; 516 m3 structural concrete; 808 meters precast, prestressed concrete AASHTO girders; 12,322 kg reinforcing steel, epoxy coated; 59,101 kg reinforcing steel, galvanized; lump sum pre-fabricated steel bridge; lump sum temporary support structure; 810 meters pipe culvert; 4,700 meters of curb, asphalt; 5,540 m2 paved ditch, asphalt; 1,380 meters guardrail system, wood posts; fencing, gates and cattle guards; wetland mitigation; and associated seeding, mulching, planting, signing, and temporary traffic control. No sources of water or material are expected to be identified in the contract. TENTATIVE ADVERTISEMENT DATE: MARCH 10, 2006
