- The FBI is considering the release of a Request for Proposals (RFP) for Development and Operations and Maintenance (O&M) work for the Combined DNA Indexing System (CODIS) in 2006. In order to ensure that the needs of the government are fully addressed and to involve industry in advance of the RFP, the FBI CODIS Unit is initiating this Request for Comments (RFC). The proposed contract will consist of two Contract Line Item Numbers (CLINs): CLIN 0001 - CODIS Development and CLIN 0002 - an optional O&M CLIN. Each CLIN will include sub-CLINS as follows: Sub-CLIN 0001-01 - Development; Sub-CLIN 0001-02 - Commercial-off-the-shelf (COTS) Equipment and Software; Sub-CLIN 0001-03 - Engineering Services and Support; Sub-CLIN 0002-01 - O&M; Sub-CLIN 0002-02 - Commercial-off-the-shelf (COTS) Equipment and Software; and Sub-CLIN 0002-03 - Engineering Services and Support. All CLINs will be Cost-Plus-Fixed-Fee (CPFF), with the exception of Sub-CLIN 0001-01, Development, which will be Cost-Plus-Incentive-Fee (CPIF). By way of background, the CODIS supports the FBI mission against violent crime, terrorism, and foreign intelligence threats by enabling the identification and prosecution of responsible parties through their DNA. CODIS is an automated DNA information processing and telecommunications system that supports three levels of CODIS use referred to as the National DNA Index System (NDIS), State DNA Index System (SDIS), and Local DNA Index System (LDIS). The CODIS program enables federal, state, and local forensic laboratories to establish DNA databases and to exchange and compare DNA profiles electronically, thereby identifying suspects by matching DNA from crime scenes to convicted offenders, linking violent crimes to each other and exonerating the innocent. The CODIS has been operational since mid-1990 with a user base of over 200 domestic and international laboratories. Interested parties are asked to request a copy of the RFC. Non-disclosure agreements must be signed and returned via facsimile by all interested parties prior to receiving the RFC, which will be issued via e-mail. The FBI requests that all comments and questions be submitted by 12 noon EST, March 10, 2006. All requests and submissions are to be made to Susan J. Smith, FBI Contracting Officer, via e-mail at susmith@leo.gov. Answers to all questions received regarding the RFC will be made available to all parties who request a copy of the RFC.
