- The National Institutes of health (NIH), The Fogarty International Center (FIC) intends to procure on a sole source basis with Wendy Prudhomme O?Meara to engage in a series of studies to develop modeling as a tool to support planning and decision-making in international public health applications. The phase of the work proposed focuses on 1) evaluating the effects of new strategies of anti-malaria drug treatment and 2) developing analytic approaches that account for uncertainties and adverse circumstances in determining trial endpoints for prospective anti-malaria vaccines. These efforts are to improve assessment and increase confidence in the outcomes of anti-malaria intervention trials. The contracted products in the first project are a standard protocol for measuring the spread of drug resistance in a community-wide intervention program and a mathematical model to predict the effectiveness of drug-based intervention which can be used as a tool by malaria control programs. The second project will systematically, quantitatively address the problems associated with choosing case definitions for malaria drug and vaccine clinical trials with special emphasis on inaccurate parasite detection and propose solutions to reduce error and improve comparability across clinical trials and between vaccines. Authority: 41 U.S.C. 253 (c)(1), as set forth in FAR 6.302-1, only one responsible source and no other supplies or service will satisfy agency requirements. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 22 days after publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
