Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), intends to solicit for an Employee Assistance Program (EAP) for approximately 12,000 employees from a minimum of six (6) major bureaus within DOC. These bureaus are serviced by five Client Service Divisions (CSDs), located in Boulder, CO; Silver Springs, MD; Kansas City, MO; Norfolk, VA and Seattle, WA. The objective of this acquisition is to acquire: 1. clinical counseling and other life management assistance to DOC employees, their immediate family members, and any individual related by blood or affinity whose close association with the employee is the equivalent of a family relationship; 2. employee outreach and education programs; 3. counseling and training for managers and supervisors; 4. a program for implementing the DOC Drug-Free Workplace Plan; 5. periodic reports which document the extent to which the required services were performed. Services include but are not limited to: establishing and conducting an employee assistance program through the performance of various functions which include conducting employee education and outreach activities; training key agency personnel; consulting with managers, supervisors, and key agency personnel on an ongoing basis; providing diagnostic evaluation, short-term counseling; on-site counseling for tragic events and disasters; referral to EAP participants; monitoring and following up on management/supervisory referrals; maintaining and delivering required records and reports; and, if required, provide optional services and drug monitoring services. Services are required in the United States, Alaska, American Samoa, Solomon Islands, Guam and Hawaii. A fixed price type contract is anticipated for a twelve-month base period and four, twelve-month option periods.
