Description
Notice to to award a sole source contract. The PSYOP Global Reach (PGR) Advanced Concept Technology Demonstration (ACTD) program of the United States Special Operations Command (USSOCOM) intends to award a sole source contract to University of Southern California Information Science Institute (USC/ISI) under the authority of FAR Part 6.302-1, (10 U.S.C. 2304 (c) (1)) (Only One Responsible Source and No Other Supplies or Services will Satisfy Agency?s Needs). The subject effort is to continue development of enhancements to the Prototype Psychological Operations (PSYOP) Analysis Support Environment (PSYASE). This initial prototype was originally developed under a grant by USC/ISI. The PSYASE software prototype has demonstrated the feasibility of using information agents and multi-agent simulation, as well as psychological modeling, in supporting analysis of target audiences (TA). This instant effort will continue enhancements that address extending the integrated components of the PSYASE prototype (information agents, natural language processing, information integration, ontology development, TA modeling and simulation, and other capabilities) to align them with the operational practices of the PSYOP operators and analysts. ISI?s Intelligent Systems Division has been engaged with government PSYOP subject matter experts (SMEs) for the past five years capturing the key elements of the analytical target audience analysis process and mapping this acquired knowledge to specific capabilities developed in PSYASE. As a result of this engagement, USC/ISI is uniquely familiar with the software to be enhanced, the overall PSYOP process and the specific PSYOP capability needs to be addressed in the required enhancements. Because of this experience USC/ISI is uniquely qualified to perform the required enhancements to the PSYASE prototype. The Government anticipates award of an IDIQ type contract with a five year ordering period. The total value of this award will not exceed $10M. NO SOLICITATION IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting USSOCOM's requirements as stated herein may submit a response, which if received within 45 calendar days of the date of this announcement will be evaluated.. Responses to this posting must be in writing. This notice is not a request for proposal and may constitute the only official notice of this action. See numbered note 22.
