Description
This is a notice of intent to negotiate with the Bell-Boeing Team on an other than full and open competitive basis for the production of the V-22 tiltrotor aircraft (MV-22 and CV-22 variants) for a five (5) year Multi-Year contract as prescribed with FAR 17.104, pending Congresional approval during PB-07 budget review. This effort is for production years FY08-12 for a total quantity of 185 aircraft (159 MV and 26 CV; or other such quantities as may be authorized by Congress) and related production support, to include, special tooling and test equipment, systems engineering, production management, parts obsolescence, and technical, administrative and financial data. Furthermore, this effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, ?Only One Responsible Source.? Bell-Boeing is the original aircraft manufacturer and sole source producer of the V-22 aircraft and is therefore the only responsible source that currently possesses sufficient requisite system knowledge, engineering expertise, aircraft integration information, and the technical data required to perform the production of the V-22 aircraft for the MV-22 and CV-22 variants. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Department of the Navy?s requirements. The period of performance for the Multi-Year contract will include advance acquisition commencing in FY07, with subsequent advance acquisitions in FY08-FY11.
