Description
The Directorate of Contracting (DOC), Fort Campbell, KY, has a requirement to lease five (5) Reach Stackers to include maintenance services and repair parts for a 12-months base period and four (4) 12-months option periods. Estimated lease start dat e is on or about 16 March 2006. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The Agency intends to enter into a firm-fixed-price, supply-type co ntract with Barloworld Handling LP, Decatur, Georgia. The basis for restricting competition is that the equipment is already on site at Fort Campbell and is being used to support deployment and re-deployment requirements. Equipment must be available with out delay or interruption or the installation will not be able to perform its mission. This is the only known means to obtain the equipment without an unacceptable delay in delivery/availability. NAICS code for this procurement is 532490 and the small bu siness size standard is $6.5 million. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFER S and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 5 days from the date of the publication of this synopsis. Supporting evidence must be furni shed in sufficient detail to demonstrate the ability to comply with the requirements listed. Specifications of equipment: Counterbalanced/sit-down rider laden container handler with pneumatic tires capable of operation on unimproved surfaces. Diesel eng ine with automatic transmission. Controls  multifunction joystick for lifting and telescoping of the boom, spreader rotation, side shift, and horn, twist stack position indicator lights, indicator lights for engine coolant temperature, engine oil pressur e, transmission oil temperature, anti-tipping device to prevent the boom from telescoping out and lowering down in case of an overload. Capable of lifting 70K/100K pounds with capability to stack 20-40 foot loaded containers three high and reach over two containers and retrieve a third empty container. Boom  capacity to stack 8 ? - 9 ? foot containers five high. Cab  fixed cab with single seat, front and top wipers, heater, defroster, and air conditioning. Tires  adequate to operate over unimproved s urfaces. Lights  four (4) front work lights mounted on the boom, two (2) rear work lights, headlights, two (2) front marker lights, four (4) direction indicators, two (2) stop and tail lights, and two (2) amber flashing lights located on each side of the boom. Scales  scale system for container weights, which includes a remote control activator and printer and all assorted equipment installed on the unit. Responses received will be evaluated; however, a determination by the Government not to compete th e proposed procurement based upon responses to this notice is solely within the discretion for the Government. See Numbered Note 22. If no responses are received, the Government will proceed with the sole source negotiation with Barloworld Handling LP. Responses are due by 3 March 2006, 3:00 p.m. (CST).
