Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This requirement is being issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-25 and Defense Acquisition Circular 91-13. This action is being procured on an unrestricted basis; no small business set-aside is being considered. The NAICS code for this action is 81121 and a dollar value of $6.5 million. This solicitation contains (1) one CLIN; with the purpose of issuing a firm-fixed price Indefinite Delivery, Indefinite Quantity Contract. The Government will order a minimum of ten (10) rebuilds under this contract and a maximum of one hundred fifty (150). The resulting contract shall consist of a base one-year with (4) one-year option periods. The following service is required for government owned MK48 Logistics Vehicle components: CLIN 0001 Rebuilding/Cleaning of Government Owned Radiator (Cooling Tower) Assemblies, NSN 2930-01-181-6743. The assembly consists of three coolers. Engine radiator, transmission oil cooler, and hydraulic oil cooler. The Contractor will notify the Government of any unserviceable assemblies. Contractor must be capable of performing service on a maximum of (20) assemblies in a given month for the duration on the contract. Contractors will be required to pick up and return radiator/cooler assemblies to the MCLB within (7) days of their receipt of the assemblies. The cooling towers will be made available to the Contractor in their installation configuration and are to be returned in the same configuration. Cooler assembly will be disassembled, oil coolers will be Ultra sonically cleaned, flushed tested at 125 PSI, inspect and straighten all fins, then paint. Radiator Assembly will be completely disassembled, upper and lower tank chemically cleaned to include removing all corrosion and sludge from the tanks. Radiator will then be reassembled with a, new core, Pn: 2CP301, cap, Pn: 1461820, flaps, Pn: 127770C, pad, Pn: 127773B and site glass Pn: 2CP302. Drain cock must open and close by hand without the use of tools. Over flow tube must be clear of obstruction, and secured properly. Inlet and out tubes must be free of any damage, and corrosion. Radiator assembly will then be pressure tested at 10 psi. Vendor will furnish all new core, caps, site glass, pad, side flaps, hardware and paint. MCA will furnish the tanks when found to be unserviceable. Vendor will use the following material to paint the radiator and coolers. Paint used is Black Radiator Dip Air Dry N-7382IH Paint UN-1263 Niles Chemical Paint Co.225 Fort Street Niles, Mich. 49120 Ph # 269-683-3377 Paint Thinner, is Thinner, Dope & Lacquer Cellulose Nitrate A-A-8578 Apply two coats on all coolers, and radiator, covering all flues, fins, and tanks. Upon completion of cleaning, rebuilding, and painting, the cooling tower assembly will be reassembled to the original configuration. Handling and Transportation. The service provider will pick up cooling tower assemblies at designated area with in the fenced area of building 2200, MCLB, Albany, Ga. Delivery of completed cooling towers will be to Warehouse 1331 Door 10, MCLB, Albany, Ga. Quality Assurance Provision. The service provider will provide quality service in accordance with the applicable documents listed above Contractor will be responsible for shipping, loading, and unloading off all units. Certified factory trained personnel will perform all remanufacturing and warranty work. The government reserves the right to select bids based on cost, delivery schedule, and as most advantageous to the government. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, is considered to be the best value to the Government. The following factors shall be used to evaluate offers and determine the best value to the Government: Price, Technical Acceptance, and Delivery. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial product, provided such warranty is available at no additional cost to the Government.
