Description
The Naval Air Systems Command (NAVAIR) intends to issue firm fixed price and time and material delivery orders under Basic Ordering Agreement N00019-03-G-0003, with Sikorsky Aircaft Corporation (SAC), 6900 Main St. Stratford, Connecticut 06614, on an other than full and open competitive basis for the procurement, modification, maintenance, repair, and upgrade of the In-Service H-60 aircraft (SH-60B/F, HH -60H, MH-60S) and related H-60 peculiar equipment. Supplies and services in support of the Integrated Maintenance Plan (IMP) Baseline program and In-Service Repair program that focus on the restoration of in-service H-60 aircraft, and H-60 peculiar parts to include the airframe, flight controls, fixed provisions, and wiring. In-Service H-60 engineering, technical and logistic services, as well as engineering and logistic support services for Integrated Electronic Technical Maintenance (IETM) support/Technical Publications, maintenance plans, to include the peculiar mission systems, airframe, flight controls, fixed provisions, and wiring. Review Type I (IRAC A) and Type II (IRAC B) IRACs and prepare and furnish Electronic Rapid Action Changes (ERACs) as applicable for manuals contained in Electronic Interactive Technical Manuals (IETMs) that the IRAC applies. Labor and material necessary to disassemble, inspect, evaluate, test, repair, modify, restore, calibrate, replace components, reassemble, and paint (as required). This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements. SAC is the designer, developer, and sole manufacturer and the only known source possessing the knowledge, experience, and technical data necessary to perform this effort. See Numbered Note 22.
