Description

THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Consolidated Operations Acquisition Center (COAC) intends to negotiate and award a purchase order on a noncompetitive basis to Genzyme Genetics, 3400 Computer Drive, Westborough, MA., 01581, to continue to provide testing services for five hundred sixty each of Cvstic Fibrosis (CF) mutation analysis samples in support of protocol #96-H-0100, ?Role of Genetic Factors in the Pathogenesis of Lung Disease.? The period of performance is one (1) year from the date of purchase order award. Testing of genetic mutation for cystic fibrosis is essential in determining the severity of disease for these patients. The testing enables the researcher to examine DNA polymorphisms associated with the lung disease and the genetic sequences associated with diseases within a given research population. The sole source determination is based upon the continuation of support for protocol #96-H-0100. An award to any other source would affect the NIH anticipated outcomes based upon Genzyme Genetics, experience, and knowledge, to this protocol and would not provide any cost savings to the Government. The North American Industry Classification (NAICS) Code is 621511 and the Size Standard $6.0M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of Intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
