- Description
- The National Institute of Standards and Technology (NIST), Manufacturing Engineering Laboratory (MEL), has a requirement for a Pontoon Boat for NIST Underwater Sensors Testbed. The testbed must emulate behavior of autonomous underwater vehicles (AUVs), and also be used to test underwater sensors that would be used to control AUVs. The strategy is to use a pontoon boat, and robot manipulator that controls motions of a sensor platform underwater. The pontoon boat?s motion will supply forward motion through the water, and the robot manipulator will control the underwater platform?s depth, orientation, and small scale motions. NIST personnel will use the boat for conducting in-the-water experiments with sensors and testing control strategies for AUVs. NIST will test and develop the new technology on the testbed and then transfer it to free swimming AUVs. The testbed will be a boat, with Stewart platform robot (StPR) attached, along with underwater sensors, controllers, actuators, and operator interfaces for viewing status and controlling tests. The Stewart platform robot consists of 6 winches above the water, a lower underwater platform, outrigger arms, and cables that connect them. Delivery shall be FOB DESTINATION. This requirement is being procured using simplified acquisition procedures under the authority of FAR Part 13, via full & open competition. The NAICS code for this requirement is 336612 with a small business size standard of 500 employees. The competitive Request for Quotation (RFQ), specifications, any subsequent amendments, and all questions and answers related to this procurement shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFQ number SB1341-06-Q-0228. The RFQ is anticipated for release to the vendor community on or about February 28, 2006, and will only be available via the Internet at the above web site. Potential offerors are responsible for accessing the web site. Interested parties must respond to the RFQ in order to be considered for award of any resultant purchase order. No written solicitation document is available, telephone requests shall not be honored, and no bidders list shall be maintained.
