- General Information The Government is seeking an Exchange with industry in regards to the use of C2 modeling and configuration and in C4I capability engineering. Contracting Office Address Department of the Air Force, 374th Contracting Squadron, Unit 5228, APO AP 96328-5228. Description Headquarters, U.S. Forces, Japan, is offering industry, with experience in C2 modeling and configuration and in C4I capability engineering, an opportunity to visit the U.S. Forces, Japan, Bilateral Coordination Center (BCC) and exchange information. The exercise will be conducted between 28 February and 2 March 2006; the BCC will be participating in Exercise KEEN EDGE 06. The purpose of exchange of information is to improve the industries understanding of Government requirements, thereby allowing potential offerors to judge whether or how they can satisfy the Government?s requirements. If members of the industry observe Exercise KEEN EDGE, information and comments are encouraged. The Government is not seeking and will not accept any unsolicited proposals. The Government does not intend to pay for any information or comments provided. Proprietary information is not being solicited; however, if it is submitted, it should be marked accordingly. The purpose of observation would be to see how the U.S. Forces and Government of Japan personnel use current C2 and C4I equipment at the BCC, to observe the processes in which they exchange information at the BCC. C2 stands for Command and Control, and C4I stands for Command and Control, Communications, Computers and Information. Observations may include, but are not limited, to areas as collaboration capability, cross-domain solutions, information sharing, and portal or dashboard capabilities. Limiting Criteria Representatives of an entity responding to this invitation must have a valid U.S. SECRET security clearance that can be validated by the Headquarters, U.S. Forces, Japan. No more than two representatives of an entity may attend Exercise KEEN EDGE. Dates of attendance are 28 February to 2 March 2006. All costs associated with visiting Exercise KEEN EDGE are the responsibility of the sending entity and no cost shall be bore by the government. Representatives of the entity must have a valid U.S. Passport. Representatives must meet entry requirements for Japan.
