Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is requested, and a separate written solicitation will not be issued. The request for proposal number is F4814-06-R-0004. The solicitation incorporates provisions and clauses as those in effect through Federal Acquisition Circular 01-05. DESCRIPTION: STATEMENT OF WORK 13 February 2006 1. Scope. The Training Services contractor for the SOFNET Portal, will provide a 4-Hour introduction to Microsoft Sharepoint Portal 2003 and Windows Sharepoint Servvices for 2,400 SOCOM end-users that is critical to a short-fused, and challenging requirement to perform their current duties in a newly installed MSSP-2003 operations platform. The SOFNet Portal will provide the collection, aggregation, synchronization, collaboration, and management of time-sensitive mission data, critical to the successful execution of our GWOT mission. Operators will be required to use a newly deployed methodology to provide the federated and trusted network for enabling confidential and reliable coordination of actions in time and space, while ensuring automated alert and notification of the changing threat levels set by the theater commander and visible to our deploying forces. 2. Applicable Documents. Now You Can, Marketing and Training Brief, 13 January, 2006. 3. Requirements. The training strategy to train the end-users in conference rooms located in their SOCOM Centers will expedite and ensure the employment of real-time information sharing and collaboration that not only supports training 2,400 end-users at the USSOCOM headquarters but also the SOCOM components that already have this technology. It will also enable SOCOM end-users to invite collaboration with other agencies to develop integrated operational plans that drive and facilitate timely national-level decisions and timely tasking to deployed forces. When plans are changed, the SOFNet portal will provide automated and secure alert and notification to those agency partners. 4. Training Facility and Scheduling. The contractor will provide eight (8) weeks on initial training at two (2) Government Provided Training Facility located at MacDill AFB, Tampa, Florida, with a maximum of 15 students per classroom and a maximum of 300 students per week. Contactor will also provide one additional week of training for students that may miss their scheduled training dates, in 1 government provided classroom, training a maximum of 15 students per classroom, and maximum 150 students per week. Relocation of the classroom sites within the SOCOM headquarters complex will occur no less than 5 times during the 9 week training schedule. 5. Contractor Provided Equipment. The Contractor will provide one workstation per student with interactive lessons and labs that support the Microsoft Sharepoint Portal 2003 and Windows Sharepoint Services End-user instruction. 6. Deliverables. a. End-User Courseware. The Contractor will provide 2,400 copies of customized color printed End-user Courseware that will introduce the use of areas, sites, topics, audiences, listings, and document libraries of MS-Sharepoint Portal 2003 and Windows Sharepoint Services. b. Contractor will conduct 4 hours training block in Microsoft Sharepoint Portal 2003 and Windows Sharepoint Services End-User Instruction for 2400 users. 7. Instructor Qualifications. Microsoft Certified Trainers with previous classroom teaching experience for MS-Sharepoint Portal 2003 and Windows Sharepoint Services is required. 8. Classroom Hours. The Microsoft Sharepoint Portal 2003 and Windows Sharepoint Services End-User Instruction will take place between the hours of 08:00 a.m. and 4:30 p.m. This acquisition is 100% set-aside for small business, the North American Industry Classification System code (NAICS) is 611420, the size standard is $6 Million (Not to Exceed).
