Notice of Intent to award a sole source contract to Josef G. Napier to provide the following items Consulting Service for conducting Training, Testing, and implementation of an Advanced Life Support Program for the Camp Pendleton Fire Department under the authority of FAR 6.302-1. The Vendor is Josef G. Napier, of Valley Center CA, and approximate dollar value of the award is less than $50,000.00. The Camp Pendleton Fire Department is in the process of establishing an Advanced Life Support Paramedic Program. EMT certification & recertification is required by all operations F&ES personnel in order to meet the specifications needed to assist the ALS program. All potential Government candidates must meet the following criteria: Must pass written and skills examination in order to be listed on the National Registry of EMT?s; Obtain a California State License to provide Advanced Life Support/Paramedic Treatment; be accredited by the County of San Diego to provide Advanced Life Support/Paramedic Care in San Diego County. Federal, state, and local regulations require that Emergency Medical Technician instructors be certified by the California State Fire Marshals Office in order to provide EMT training. Since the Government will utilize Palomar College, the only local college with a California approved Paramedic Training Program, the instructor must also be an accredited Adjunct Instructor or Associate Professor at Palomar College. Mr. Napier is the only instructor currently on the staff at Palomar College. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. This purchase will be under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized under FAR 6.302-1. The anticipated award date is 23 February 2006. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (17-FEB-2006). IT ACTUALLY APPEARED OR REAPPEARED ON THE FEDBIZOPPS SYSTEM ON 18-FEB-2006.
