- GENERAL SERVICES ADMINISTRATION CENTRAL HEATING & REFRIGERATION PLANT Replace & Repair Foam Suppressant System Valves Bidding Opening Date: March 7, 2006 1:00 P.M. Prebid Conference: Is scheduled on Feburary 28,2006 at 10:00 AM at the Central Heating Plant 13th & C Streets, S.W. Washington, DC for questions regarding this procurement you may call: James M. Johnson Jr. 202-708-5636. A. Scope of Work 1. The contractor shall furnish all of the necessary equipment, labor, supplies, and supervision for installing new foam suppressant system valves, test foam system annually, make repairs on foam system and replace hoses at the Central Heating Plant. 2. The contractor shall replace two inch drain valve on the foam hose station feed line. This valve is located at the fuel tank wall in the alley way. 3. Replace the existing motorize (Rotork) gate valves at the first floor proportioning system with approved fire service rated deluge valves. 4. Replace the electric actuated valves on the fuel tank foam distribution manifold located near the fuel tank yard wall. These valves should also be replaced by fire service rated valves that are designed for the purpose. 5. Repair leaking foam valve for tank T-3-8 at the foam distribution manifold in the alley. 6. Install a pressure reducing valve at the fire pump discharge to alleviate the excessive pressure condition. This valve should be set up to control the pump discharge to 1150psi or less. 7. Fill the AFFF bladder tank with 3% AFFF foam concentrate. The tank level is down a little. 8. Eliminate the foam feed line to the coal tunnel area and cap off the connection at the manifold near the fire pump since this is no longer an active zone. 9. Replace fire hose and foam nozzles to the foam hose stations in the fuel tank farm area and place this equipment in enclosed cabinets to protect it from the weather. 10. Install a pressure reducing valve on the foam solution feed line to the foam hose stations. 11. Perform water flow testing on the Day Tank foam spray nozzle system. 12. There are unusual aspects and nature of the job that all prospective contractors must be aware of, therefore, it is required of all prospective contractors to contact Ronald Butler at 202 708-5517. 13. Security Clearance Requirements: (Non-Classified Contract) a. Unless otherwise specified, the contractor will submit to the COR at least fifteen work days before the starting date of the contract, on two completed Form FD-258, "Fingerprinting Chart," and one completed GSA Form 176, "Statement of Personal History," for the Contractor and all employee who have access to the building in performance of the contract work. b. These forms will be submitted for replacement employees before entrance on duty. The government will furnish necessary forms. If the CO receives an unsuitable report on any employee after processing of these forms, or if the COR finds a prospective employee to be unsuitable or unfit for his assigned duties, the contractor shall be advised immediately that such employee cannot continue to work or be assigned to work under the contract. c. For employees cleared through this process while employed by a contractor who is subsequently replaced by another contractor in the same building, the new contractor shall only be required to submit another set of these forms if the employee has not been cleared within the last three years, or if required by the COR. All contract employees are required to be cleared every three years. d. The government shall have and exercise full and complete control over granting, denying, withholding or terminating clearances for employees. The government may, as it deems appropriate, authorize and grant temporary clearance to employees of the contractor, However, the granting of a temporary clearance to any such employee shall not be considered as assurance that full clearance will follow as a result or condition thereof, and the granting of either temporary or full clearance shall in no way prevent, preclude or bar the withdrawal or termination of any such clearance by the government.
