Description
The Naval Air Warfare Center Weapons Division (NAWCWS) intends to competitively procure as a total small business set-aside, Air Weapons Systems Survivability Analysis, Systems Safety Analysis, and Modeling and Simulation Verification, Validation and Accreditation Support. The services to be obtained under this procurement will be for (1) model and simulation (M&S) verification, validation and accreditation (VV&A), (2) vulnerability analysis, (3) assessment of M&S VV&A related products and processes, (4) survivability analysis, (5) susceptibility analysis, (6) assessment of test results on survivability estimates including proposed design changes to enhance survivability, (7) systems safety support, (8) lethality analysis, (9) analytical and test data acquisition and reduction, (10) assessment of analytical estimates, (11) simulation development, enhancement, operation, configuration management, maintenance and related support, (12) test planning and reporting for ballistic systems tests, (13) test and analytical data review, (14) test planning and reporting for susceptibility tests, (15) mission effectiveness analysis, (16) air-vehicle battle damage repair analysis, (17) cost and operational effectiveness analysis, and (18) analysis of alternatives studies. It is anticipated that most of the work will be performed at the contractor's site. A five-year cost plus fixed fee IDIQ, to a single awardee, is contemplated. Award is anticipated to be no later than 1 August 2006. Minimum quantity is $50,000.00 and maximum quantity is anticipated to be 75,700 hours. Access to classified data up to and including Top Secret is required in the performance of this contract. The request for proposal (RFP) will be issued on or about 9 March 2006 and will be available through Fedbizopps [http://vsearch2.fbo.gov/servlet/SearchServlet] or NECO [https://www.neco.navy.mil/] websites. The solicitation will close 30 days after the date of issuance. Some portions of the solitation will not be available electronically. It is the offeror's responsibility to contact the Government Representative cited in the solicitation (and listed above) in order to obtain paper copies of those portions of the solicitation that are unavailable electronically. Source selection will utilize the Level of Confidence Assessment Rating (LOCAR) process. All responsible sources may submit a proposal, which shall be considered by the agency.
