- ANSWERS to SITE VISIT QUESTIONS & PROPOSAL EXTENSION ################### The receipt of offers has been extended from 12:00 Noon, Eastern Standard Time, 17 Feb 06, to 12:00 Noon, Eastern Standard Time, 23 Feb 06. ################### Memorandum for Site Visit held, 10 Feb 06 at 10:00 AM, regarding ASFI announcement, AMSRDT-AR-0-3206, for Technical Information Search Services and Library & Bibliographical Support At the session the following questions were addressed: Question 1. Will TACOM (customer is not TACOM but is TARDEC, the Tank Automotive Research, Development and Engineering Center which is part of RDECOM) only require two contractors? Answer 1. The facility can house two contractors at any given time; however the appropriate number and type of personnel is to be determined by the contractor in order to provide the services. This is fixed price contract. Questions 2. Are there written job descriptions for each of the contractors required? Answer 2. No. This is not a T&M contract, but is to be firm fixed price. Question 3. Will proof of ORCA registration replace provision 52-212-3? Answer 3 Yes. ORCA registration will suffice. Question 4. Is this a new requirement? Answer 4. No Question 5. Are there contractors currently performing the functions described in the Synopsis? Answer 5. Yes Question 6. What is the OPSEC Process? Answer 6. Operations Security (OPSEC) is an integral element of Information Operations and Force Protection and an integral part of this requirements Statement of Work. The purpose of the OPSEC review is to help ensure the protection of information wh ich may be considered sensitive or critical. OPSEC reviews are required for all publications prior to distribution to the public domain. The general rule is: ALL PUBLICATIONS THAT ARE TO BE DISTRIBUTED TO THE PUBLIC MUST COMPLETE AN OPSEC REVIEW. The TIC is the registration/archival site for technical, popular and academic publications. Note that technical documents include journal articles, refereed papers, technical reports, conference proceedings, and papers written for professional societies. P opular publications consist of work published in a magazine or newspaper. Theses and dissertations are considered academic documents. It is important to note that publications/materials that are not required to be registered with the TIC such as website pu blications, videos, briefing notes, and slide presentations must also complete an OPSEC review prior to distribution to the public. Question 7. What are the total number of labor hours per year that should be used? Answer 7. It is up to the contractor to develop the appropriate staffing as part of their proposal for this firm fixed price contract. The previous contract was T&M and used 1920 hours per year, but the SOW has changed. Question 8. What would be the government pay grade level for these positions? Answer 8. Depends on the qualifications the contractors identify on their proposals and needed to perform the fixed price services. Question 9. What are the minimum benefits required for these positions? Answer 9. Again a fixed price contract leaves this to the determination of the contractors within the requirements for government contract (FICA, etc). If unknown, contact Small Business Office. Question 10. Would TACOM--(TARDEC RDECOM) be willing to place these people on GSA contract? Answer 10. It is up to the contractor to seek a GSA contract or propose GSA rates if they already have a GSA contract. This competition is full and open for small businesses and not limited to GSA contractors. Question 11. How many companies were notified of this Synopsis? Answer 11. This was posted publicly on ASFI/FedBizOpps. Question 12. Should we include escalations in the price or will they be automatically added? Answer 12. Include escalations in your option year pricing. The pr ice of all option years will be evaluated. Question 13. What Software are the databases comprised of (e.g. access, excel) that contractors will be asked to maintain? Answer 13. Microsoft office and Government modified. We do not wish to develop a new software package under this contract. These questions were received but not addressed in the meeting: 1. Question 1. Is this request for an extension to an existing contract with an incumbent supplier or is this a new requirement? Answer 1. Existing contract is with Praxis Communications, DAAE07-03-P-L752 Question 2. What is the current staffing level for the current volumes of data requirements? Answer2. 1920 contractor hours per year Question 3. Is the secret clearance for existing employees a prerequisite in order to proceed or would the hiring of a project manager with a clearance serve the need? Answer 3. All employees of the contractor must have a secret clearance before the services can be provided and before duties begin. Question 4. Is the staffing requirements for 100% on-site personnel or would a combination of on-site and remote personnel be a workable solution? Answer 4. All work must be done on-site to meet security requirements. Question5. For references are commercial reference acceptable or must they be all government references. Answer 5. References of like-services will be the most beneficial --commercial is acceptable if it documents past performances of like-services. General Clarification Discussion: Resumes of staff who will do the work not required but would improve decision process. A contract is expected to be awarded early in March.
