Description
NAICS Code: 541620 In accordance with FAR subpart 13.106(b), the U.S. Environmental Protection Agency (EPA) seeks to negotiate on a sole source basis to Florida Center for Solid and Hazardous Waste Management (FCSHWM), for a base performance period of one year with the option of 3 additional years, based on the circumstances outlined below that only one source is available. The requirement is to provide assistance for the "Bioreactor Research Support at Polk County North Central Landfill (NCLF)" project. Data in this effort is collected under a cooperative research and development agreement (CRADA) with Polk County, FL and will be used to further understand the different technologies that can be utilized to operate traditional municipal solid waste (MSW). This project requires a contractor that possesses the ability to collect samples, manage environmental data, and to perform highly technical data analysis and modeling with an understanding of the EPA's laboratory requirements. Furthermore the contractor needs to possess technical expertise in monitoring environmental, geotechnical, and hydrological engineering and bioreactor landfill design. Also the contractor must demonstrate physical assess to the Polk County North Central landfill. The U.S. EPA-Office Research Development, Land Remediation Pollution Control Division located in Cincinnati, OH is only aware of one source that is available for this project. The Florida Center for Solid and Hazardous Waste Management is the only research group that is known to have the necessary trained staff, technical experience, and knowledge, as well as access to Polk County North Central landfill. This unique experience and capability are essential to the completion of this project. Interested parties, who feel that they possess the capabilities to perform the services described above, should provide a capabilities statement demonstrating their qualifications and physical assess to Polk County North Central Landfill. A statement of work and any other applicable documents will be made available upon request. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Documentation must be received within fifteen (15) days after the date of publication of this synopsis to be considered by the EPA. Telephone requests will not be honored. A determination by the EPA not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
