Description
The Air Armament Center (AAC), Eglin AFB, FL is contemplating a sole source firm fixed price contract to McDonnell Douglas Corporation, a wholly owned subsidiary of the Boeing Company, J.S. McDonnell Blvd, Saint Louis, MO 63166. The requirement is for an F-15C Multi-Stage Improvement Program (MSIP) Operational Facility (OPFAC) Operator?s Test Console (OTC) by June 2008. The F-15C MSIP OPFAC OTC shall consist of the core F-15C MSIP aircraft avionics and Pilot-Vehicle Interface (PVI) along with custom hardware and software in a laboratory environment to facilitate integration testing of the Fighter Data Link (FDL) and Class II family of Link-16 terminals and Suite 6 and beyond software upgrades. The OPFAC shall provide simulation to the aircraft avionics to allow realistic testing in either a pre-programmed or interactive manner. Specifically, the OPFAC shall contain the core processor, or VHSIC (Very High Speed Integrated Computer) Central Computer (VCC+), Mode Control Panel (MCP), Programmable Signal Data Processor (PSDP), Multi-purpose Color Display (MPCD), simulated Heads-up Display (HUD), Signal Data Processor (SDP), Flight Director Adaptor (FDA), Navigation Control Indicator (NCI), Horizontal Situation Indicator (HSI), simulated Air Navigation Multiple Indicator (ANMI), throttle and stick grips (HOTAS, or Hands-on Throttle and Stick), Data Transfer Module (DTM), the FDL subsystem, and provide simulation of the other major aircraft subsystems. The OPFAC shall provide data recording and analysis of Multiplex communications and other parameters within the system. The OPFAC shall receive periodic Operational Flight Program (OFP), simulation software, and automated test case software updates from Boeing St. Louis. The OPFAC shall be compatible with the existing F-15E OPFAC currently installed at Eglin AFB, and be compatible with existing test procedures and test case software executing on the F-15C/D MSIP OPFAC at Boeing St Louis software and integration facilities. This is not a Request for Proposal (RFP) and it is not the Government?s intention to pay for information solicited at this time. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Boeing is the only company that builds F-15C MSIP aircraft, and they are the only company that also builds the test bench, or the OPFAC, for the F-15C.
