This is to provide Notice of Intent to award on a sole source basis to provide senior military officer academic and consultant services in support of the regional studies courses held at Maxwell AFB, AL 24 Feb 06-10 Mar 06(see Attachment 1: Sole Source Justification). It is the intent of this agency to award a sole source contract under statutory authority, 10 USC 2304 (c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only one responsible source and no other supplies or service will satisfy agency requirements. The government intends to award a sole source fixed price contract to Michael P. C. Carns, 966 Coral Dr., Pebble Beach, CA 93953-2503. No request for proposals will be issued. If any interested parties can fulfill this requirement, please provide statement of interest to ths office NLT 12:00 noon CST on 20 FEBRUARY 2006. Electronic submissions are acceptable. C. Carns) 1. The Air War College, Department of International Security Studies (AWC/DFI), requests that General Carns (USAF, retired) provide consultant services to Air War College students and faculty during the Oceania Regional Studies (RS) course for the period of 24 February-10 March 2006. The requirements of this position include: attend all class activities on days scheduled by the Trip Director or Academic Instructor; accompany the RS delegation on international travel; assist the Academic Instructor in leading the discussion during the two-hour session following the trip; advise students on an informal basis in order to derive maximum benefit during the regional studies trips; and, attend any recommended meetings or briefings with AWC officials. The total estimated cost is $xxxxx. 2. General (ret) Carns is uniquely qualified for this position.a. He is a retired general with significant strategic-level experience. He served as the Vice Chief of Staff for the Air Force, as Director Operations for Central Command, and as the Director of the Joint Staff. General (ret) Carns is a Senior Mentor in the JCS Chairman's CAPSTONE program, an intensive six-week course that the Goldwaters-Nichols DoD Reorganization Act of 1986 requires all newly-selected flag officers to attend. Retired four-star flag officers are attached to each CAPSTONE class as Senior Fellows to provide advice and guidance. This role continues to give him routine access to foreign senior military leaders in the region. These services require extensive experience in senior leadership specific to the region to be visited which only Gen (ret) Carns can provide. Failure to contract Gen (ret) Carns for his services could result in significant negative impact on AU and AWC. The combination of his active duty experience, academic credentials, his post-active duty leadership, and vast network of contacts, expertise, and subject area experience makes him an invaluable resource for the Oceania Regional Studies Course. Gen (ret) Carns? experience is unique and unmatched; no other contractor holds or can acquire his expertise or experiences. 3. A sources sought synopsis for acquisition of similar services was posted on Fedbizopps 19 Oct 05 for a with only one response outside the suggested source. Col (ret) Robert L. Klein, US Army, expressed written interest in the acquisition in response to the sources sought. Col (ret) Klein does not meet the requirement of MAJCOM/CC experience, which is a 4-Star billet. To allow for competition of this acquisition would not be feasible because Gen (ret) Carns? experience is unique. No other consultant would provide the same benefit to the Oceania Regional Studies Trip and the AWC, AU mission. A notice of intent to award a sole source contract to Gen (ret) Michael Carns will be posted on Fedbizopps with a contract start date of 24 Feb 06. 4. This information is true and correct to the best of my knowledge. No action can be taken to preclude future sole source acquisitions under the current conditions. Upon a change in the AWC and AU curriculum, another contractor may be able to fulfill this requirement negating the need for future sole source. 5.
