- This Request for Information (RFI) is not a Request for Proposal (RFP) and is not a commitment by the Government to issue a solicitation or ultimately to award a contract on the basis of this RFI or otherwise pay for the information solicited. Response to this RFI will not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. The Department of Labor (DOL) is currently conducting Preliminary Planning market research to examine competitive sourcing alternatives for the ?Other Non-Manufacturing Operations? functions to determine the existence of viable commercial sources capable of providing the necessary services and to determine the appropriate groupings of activities as business units. The DOL is seeking further information, comments, recommendations, and capabilities from interested parties with relevant and sustained experience in any or all of the following functional areas: Administrative Support Services, Professional and Technical Services, and Program Support Services. 1.0 ADMINISTRATIVE SUPPORT SERVICES: The support services sought are office administration (such as purchasing, supply management, personnel administration, personal assistance, library services), secretarial, and clerical services to support the mission and operational requirements of the DOL consisting of approximately 300 Full Time Equivalents (FTE) spanning approximately 8 DOL agencies in national, regional, and district offices geographically located in both metropolitan and rural areas throughout the United States (US). 2.0 PROFESSIONAL AND TECHNICAL SERVICES: The support services sought are economic, engineering and electronic, physical science and chemical, and visual information services. 2.1 ECONOMIC SERVICES: Provide technical economic services in support of DOL missions and operational requirements, encompassing approximately 54 FTE located in East Central US. Experience must include, but not be limited to: Developing forms, manuals, and procedures, necessary to collect economic data and developing and issuing procedures for data processing activities. Provide comprehensive technical expertise in data collection and processing techniques; Background and understanding of the Bureau of Labor Statistics? data series and surveys, economic and statistical programs to effectively translate program requirements articulated by economists, statisticians, and field operations staff into properly developed, documented, and tested procedures; Providing objectively based information (quantitatively or qualitatively) for decision making on administrative and programmatic aspects of agency and operations management, such as life cycle cost analysis, work distribution / staffing level analysis, automation analysis, business and management analysis, proposed legislation or regulation analysis, employee / organizational efficiency and productivity analysis, survey analysis (to include employee / organizational compliance with agency regulations, procedures, sound management practices, and staff utilization), administrative audits, and investigations; Writing and editing economic, statistical, and social science manuscripts on diverse subjects and of varying complexity, evaluating economic, statistical, and social science manuscripts for suitability for publication, preparing editorial scenarios for authors? use in revamping manuscripts, reviewing and commenting on materials edited, evaluated, or written by economists, reviewing press releases, and developing, researching, and writing economic and social science articles, summaries, and other materials for publication; Coordinating between groups in the development and implementation of computer systems and in the processing and review of submitted data, responsible for direct user support as well as updates and maintenance of agency website. 2.2 ENGINEERING AND ELECTRONIC SERVICES: Provide engineering and electronic services in support of DOL missions and operational requirements, encompassing approximately 12 FTE located in Eastern US and approximately 8 FTE located in Central US. Experience must include, but not be limited to: Expert / professional engineering services (mechanical, electrical, civil, and structural) for DOL regional and area offices; Engineering and technical services as a member of a DOL standards development team that determines and writes regulatory requirements for US employers to ensure the safety and health of their employees with engineering expertise and principle consisting of a broad range of mechanical and electrical engineering; Engineering and technical services on the investigations of structural failure involving concrete, steel, and masonry structures, determining cause of failure and potential violations of federal and industry standards, testify in enforcement procedures, write and present papers to national associations on lessons learned from structural failures, and developing and advise on solutions to construction problems and hazards; Research and writing construction safety standards and related regulatory materials, developing (i.e., research, analyze, and write) legally defensible regulatory interpretations and directives, assisting field enforcement personnel in developing enforcement cases, developing appeal recommendations regarding adverse administrative and court decisions, and researching, analyzing and writing policy option memoranda on regulatory issues; Electronic engineering and technical services (calibration and repair) to a vast collection (>60,000 items) and assortment (from over 250 manufacturers and over 500 different models) of industrial hygiene and safety measurement instrumentation, reviewing, testing, and evaluation of instruments in order to determine appropriateness for use in inspections and enforcement activities, agency technical expertise (particularly in the field of measurement technology to determine the appropriateness of equipment for use in field inspection activities), and ensuring proper operating condition and accurately calibrated equipment traceable to standards maintained by the National Institute of Standards and Technology (NIST) or other nationally-recognized primary standards as appropriate. 2.3 PHYSICAL SCIENCE AND CHEMICAL SERVICES: Provide technical chemical and physical science services in support of DOL missions and operational requirements, encompassing approximately 40 FTE located in Western US and approximately 28 FTE located in Eastern US. Experience must include, but not be limited to: Planning, directing, and performing independent professional chemical and physical analyses tests on a full range of samples for trace amounts of hazardous organic and inorganic substances or properties in air or bulk samples and advise on sampling or analytical methods, conducting analyses of samples taken by field staff throughout the nation for regulatory monitoring and enforcement purposes, interpreting and evaluating the analytical results with regards to regulatory standards. [Requirements and analyses shall include, but not limited to, ergonomic analysis, asbestos analysis, X-ray diffraction analysis, microscopy, biomechanics, biochemistry, engineering, physics, soil classifications, biostatistics, epidemiology, industrial hygiene, etc.]; Serving as members of existing agency teams to support individual team missions and goals that include varying responsibilities centered around performance of a variety of analysis comprised of spectroscopy, chromatography, health response, hazardous chemical substances and specialized direct-reading monitoring procedures, administering quality assurance, or providing and ensuring computer hardware and software support to technical and analytical chemistry needs; Developing agency standards and policies on mission related issues, laboratory methods, quality assurance, and protocols for biological and other chemical hazards in order to make assessments and recommendations (to include project oversight, development of research, and completion of analysis and evaluation) providing interpretation and technical guidance of analytical procedures in the area of responsibility including in the laboratory, in support of field direct-reading procedures, computer techniques used to track and manipulate technical information, and implementing new quality procedures; Lead auditor for nationally recognized testing laboratory program mandated in 29CFR 1910.7 and for establishing and maintaining a system for program audits, quality assurance audits, and safety audits; Advise on and assist in developing, maintaining, and using computer-based information systems for dissemination of electronic information, databases, and web/Internet applications for industrial hygiene-related information, analytical instrument control, web applications, and network administration as it relates to the mission; Technical assistance (to include health provisions of federal acts) and laboratory services (such as accurate calibration and traceable repair of precision sampling instruments and ensuring instruments and related expendable supplies are available) for distinct DOL inspection programs, to include instruments such as anemometers, dust pumps, dosimeters, methanometers, oxygen detectors, carbon monoxide monitors, multi-gas detectors, and sound level meters. These instruments shall be maintained to National Bureau of Standards (NBS). 2.4 VISUAL INFORMATION SERVICES: Provide technical visual information services in support of DOL missions and operational requirements, encompassing approximately 8 FTE located in East Central US. Experience must include, but not be limited to: Communicating information through visual and audio means and selecting mediums for communicating and marketing desired agency output, presenting as printed materials (technical writing, editing, graphics, etc.), still photography, slide presentations, and video productions to use for governmental and industry education and training (including academic coursework and product catalogs); Off-site research, video, and/or photography requiring specific certifications for entry (to include confined spaces). 3.0 PROGRAM SUPPORT SERVICES: The support services sought are program support services for the DOL consisting of approximately 82 FTE spanning approximately 5 DOL agencies in national, regional, and district offices geographically located throughout the US. Experience must include, but not be limited to: Conducting expert analyses regarding the validity of tests and other scored selection methods used in employment processes, as well as pre-litigation advice to distinct DOL offices; Oversight, technical program design, and computer skills necessary to assure implementation of policy directions of the agency, with special expertise to include comprehensive knowledge of regulatory acts and legislation relating to employment rights and training programs, equal opportunity programs, fiscal and budget management, wage and hour enforcement, back wage programs, personnel management, program compliance, Freedom of Information Act programs, program information support through multiple and appropriate channels (including the Internet), maintaining contacts of various organizations to obtain input on issues, and office services (including travel, communications, procurement, space, records management, and safety); Editing, writing, and technical support for national informational material and publications in supporting agency mission by coordinating agency-wide cross-cutting policy and legislation, analyzing, formulating, and recommending legislative proposals and initiatives, and marketing and disseminating reports on research, evaluations, and demonstrations funded by the agency; Advise established DOL teams on policies, policy positions, and/or legislation affecting the workforce and provide information and technical assistance to the public and private groups on federal and state laws, regulations, and court cases as they relate to individual groups with special emphasis placed on the role of programs and policy-related matters particularly in the issue of work and family; Providing space management policies and procedures and managing the acquisition, management and utilization of government-owned real property assets nationwide (including the preparation of deeds, easements, permits and leases, reports, specifications, and plans for construction and alteration of buildings); Providing supply and program management expertise (including operational issues, developing emergency plans and procedures, auditing facility functionality, and coordination and accountability of services and equipment); Serving as grants management and technical adviser to facilitate the exchange of information and coordination of programs and projects involving agencies, industry, and colleges and universities on federal grants to states for education purposes; Coordinating program planning and reporting on accomplishments and advising parties regarding education, enforcement, partnership and compliance assistance activities as they apply to program initiatives.
